Quick question, since it is possible for some vampire in the Rp to be turned/born or whatever with the powers of telepathy or something along those lines it would hint at them having a lower form or at least a basic set of psionic powers.
If that's the case wouldn't in some cases rare or common somewhere along the line a vampire if not a few gain the abilities of other psionics? Or at least attempt to find them out?
In all good theory anyone with the ability to use psionics, aka telepathy or something along those lines has the ability to tap into other version of the power. Using it it nearly the same way, nueral impulses but seeing as that's all it takes from some rare occurance could a vampire that has psionics not stumble upon something such as Biokinesis, which is quite a more complex version compared to telepathy or telekinesis but still in theory it should be possible.
Is that allowed in this forum? o_O
That is advanced psionics other then just telepathy or in the rare case telekinesis.
..Yes I just realized someone asked for electrokinesis and you said you'd have to consider it. By allowing advanced psionics it'd give a high advantage so you'd have to customly change them into something other then a psionic.
I.E. Vampires with electrokinesis in theory should be able to control the electrical fields within the air and in all good sense on a staticy day could just instantly jolt someone with as much juice as a thunderbolt until their brain popped out. XD!
but there are all kinds of powers..
Telepathy, Telekinesis, Clairvoyance, Mentatis, Astral Projection (Can be done with Just Telepathy), Psychometabolism, Pyrokinesis, and all those other kinesis's
Cryo, chrono, hydro, magno, draco, geo, electro, vita, photo, and bio. =]
Then there's always my favorite form~! Arana Sollunthi
Which is based on like invisible like attacks projected from the mind that do immediate damage. xD
As an example if you've ever seen kung fu hustle [I believe] the instrument guys who attack using that instrumenty thing by plucking its strings. It'd be just like that but without the music or instrument. >=]

That's a Marcus question to be sure. So take it up with the boss lady for definite answers.
As it stands, there are a few coven leaders and ancients with some of the abilities you mentioned. I'll leave it to you to figure out, who. But the main thing with any ability that isn't common on site is balance.
Your character can be powerful, but must be powerful within reason. And usually it's only the oldest of characters that get away with all the really impressive stuff. Because well with age comes knowledge and understanding you didn't have before. The same is true of vampires on site.

Was there a final verdict on the topic of less-common vampire powers? 'Cause I really wanted to make a new character with some very limited cryokinetic abilities. I say very limited because he's fairly young (around a hundred) so he doesn't know how to use it very well. I was thinking he could touch people and be able to slow down the movement of their atoms to the degree that they are essentially ffrozen alive.

I'd need to hear more details on the limits for the ability you're proposing. They'd need to be extremely strict for me to allow a character around a hundred that kind of power.

Okay. I was thinking it would be limited to touch and work best only when he has just fed--very draining for him.
But, if you don't think a hundred is old enough, I can x it out, no problem. :)

Well, along the lines of abilities being tied to age, I'd be more willing to allow it if he didn't have complete control of it. For example, he tries to use it on someone, and only manages to affect one of their fingers. :P
Otherwise, for a character to have complete control of a power like that, I'd prefer that they be at least over 2000.
