I have to agree wholeheartedly on this.
Kira Nerys started out as a bit of a belligerent...well...you probably know what word I'm thinking, but the way they added depth to her character made it almost like getting to know a real person, if you know what I mean. Getting to see her confront her anger, pain, and prejudices, as well as dealing with the issues of her faith, was truly interesting to watch. More than any Star Trek woman, I think she was a strong woman with a real capacity for leadership (and yes, that includes Janeway...who I don't think really came to grips with her volatility in the same way Kira did). Any staff under her command is in good hands.

I think that happens because people get multiple choices. So the numbers don't have to add up to 100%. The individual percentages only reflect what % of the voters chose that particular person (without regard for any other choices the may have made).
