At what point do the means come to out weigh the ends?
At what point do you say "This far no further" at any cost?
How far are you willing to go if your cause is just?
How much of your self (who you are, what your society stands for) are you willing to sacrifice (or change) to win a just cause?
These are every prevalent questions we must ask our selves in these times we live in. How far are we the “good guys” willing to go to win agents the “bad guys”? What and how much are we willing to sacrifice when the ideals we hold most dear are also our greatest weakness agents the current enemy. How much of our ideals are we willing to change in order to safe guard our selves?

I think he wants you to answer his philosophical questions. That and get discussion started on this episode and whether Garak's actions were justified.

well look like this thread went no where, but if it helps any, I think did the right thing...letting the children go right? or are we talking about him killing the Romulan ambassador? either one was the right decision.

I reckon this was one episode that stood out in DS9. If I understand the original question, I think in some cases, the means definitely justify the ends. This is our justification for many disgraceful acts these days. However I think the point of the episode was to highlight the evolved human (Sisko) comming face to face with decisions that has definitely left a bad taste in his mouth. Mabey a captains log entry is a way to get the whole experience off his chest, because he is too ashamed to tell anyone else what has has allowed to happen, and notice he erased the entry upon completion.
I think, that in the same position, I would have done the same.
The needs of the many etc...
At the outset many "causes" seem rationally just.
Sometimes the re-examination of the cause needs to be looked at.
