admmin cp -> edit board name, or somthing like that
never been an admin on an invision board

In the Forum Control category, select "Manage Forums". Find "Off Topic Discussions" in the various forums and subforums. In the same row where you find "Off Topic Discussions", you should see a yellow hazard icon (all of the forums have it, though). Click on that. You should be able to edit the text from there.
