Do characters in chariots take up a special slot? (not Tomb Kings but other armies) specifically Orcs and goblins characters.

The special slot chariot has the option for the character to replace the other crewman. So it is techincally a special slot with a character in it.

So other than the impact hits and the increased mobility what are advantages of putting a character in a giant HIT ME wagon?

Sory, Burro, but you're wrong; a chariot mount for an Orc and Goblin character does not use up a special slot. It did in the sixth edition book and it specifically said that it did, whereas in the seventh edition book it does not. I am positive of this, having read it in an eratta somewhere.

Being that the wording in the current O&G book clearly states "Any Wolf Chariot may add an additional wolf for 3 points" and "Any Wolf Chariot may add an additional crew for 3 points", would a character riding a chariot be able to purchase said upgrades?

That hasn't changed since 6th: yes, you can buy the additional wolf and crew, but the character displaces the crew, however many crew you have. So buying extra crew for a character-ridden chariot is just burning points. An extra beast's still a viable option, though.
As for why to put a character in a chariot: because chariots are US4. When you put a character in them, they count as a ridden monster, so their US becomes 4+1 for the character to make 5. So you now have a chariot that can break ranks (and hits a lot harder than a normal chariot).

Niiiice. :blink: I didn't know that... I really wish I had the rulebook.
But we had agreed in some other topic (probably lost in The Crash) that adding extra crewmen and beasts did not increase unit strength. So unless the chariot has 5 Wounds or more, a character is the only way to make a rank-breaking chariot.
Unfortunately for Tomb Kings, their chariots have only 3 Wounds...
Edit: While we're talking about characters in chariots, here's a question: what about the character's Toughness and Wounds? Are the character and the chariot treated separately, as if the character were riding a monster?

Sorry, Chili, but you're wrong. The option is only open to the chariots bought as special slots - the chariots that are mounts for characters do not have the option to buy extra crewmen slots. I quote the latest

This also answers @ztech's question. This rule hasn't changed from 6th to 7th.
Also, I am unsure about the statement that adding crewmen adds to the unit strength.

To me, this seems to say that the only time the chariot model's unit strength is increased is when it is ridden as a monstrous mount would be. I would say that adding a crew member only adds an attack.
