ive been playin warhammer for nearly 2 years and all the armies ive tried ended up crap .So{since they're gettin a new armybook} ive been thinkin the empire seem pretty balanced can any one help

The Empire is a good choice.
But if you wish help, we must first know what your questions are... Do you want to know which units you should get? Or how to get started? Or the strengths and weaknesses of the Empire? Or their general strategy? What do you want to know exactly?

Which armies did you play up to now?
All armies are supposed to be balanced somehow. If you don't have success with an army, it doesn't mean that the army is crap. It just means that it's not fit for your style of playing or that you need more practice to understand how this army really works. Some armies require a lot of experience and subtlety to be used at their full potential.

I know beastmen fairly well so I can outline some of their strenghts and weaknesses :).
Strengths: well, mainly numbers - in form of the mighty beastherds. They are cheap and combine the strength of both ranked up infantry AND skirmish aswell :) . Although they have lost a bit of their potential having to rank up 4 wide at times (vs chariots, giants and the like). Ambush is another thing that can be potentially game winning against unaware opponents. Cheap chariots that are core is also great and for 85 points they are a bargain. All this plus the fact that you can have both mortal (chosen knights anybody? :D ) aswell as daemonic units in there aswell, not to talk about all the wonderful monsters (Minotaurs, ogres etc.)
Weaknesses: mainly the low Ld values. Once the army starts panickin there is little to stop it. It has gotten a bit better with the 7th edition psychology rules. Less panic tests are always nice :) . All those choices also make that you cant have everything. Beastmen are a bit underestimated, but they are a very strong army in the hands of a cunning general. Nobody rarely wants to play vs my tzeentchian beastmen these days :D . Skirmish units dont break ranks, you need other units for that so beastherds suffer from all those skirmish "weaknesses". Also, a cunning opponent will kill the unit champion and that means -1 to the already "bad" leadership.

I don't think it does. I think he asked the strengths and weaknesses of the Empire.
Strengths:
-Variety. You have a bit of pretty much everything.
-Black powder! The Empire's technology is very advanced.
-Infantry strategies. With detachments, Imperial infantry has some great tactical possibilities, particularly in a defensive battle.
-Numbers. Empire troopers are inexpensive and can be fielded in large units.
Weaknesses:
-Average Leadership. The Empire is not the most disciplined army and must try to avoid psycho tests. Command groups and a battle standard are important.
-Relatively low stats when you compare to elite armies like Elves, Dwarves, Chaos...
-Characters are not game-winners on their own.

This in turn tells me that he hasnt chosen a new army yet, but is in the process of doing so :).
Oh, and those things really sums up high elf armies pretty good :).

Indeed. High Elves or Dark Elves are definitely the way to go if you want all those qualities in your army. They're also characterful and nice-looking. I just love Elves...
