Hey, I'm pretty new to Warhammer Fantasy, so this might be a pretty bad attempt, but I've done some research and hopefully it's salvagable. Hook me up with comments, corrections, questions, and suggestions...

I'm thinking since I have the Griffon-mounted Elector Count on the Griffon, the points spent on the pegasus might be better invested in a BSB.

OK... you have no h2h state troops which is weird and only one big block of knights.
We'll start from the top.
The Grandmaster is good, nice items. The Griffon is going to draw tons of missile fire and will die easily, sorry it just happens. So drop the runefang and give the elector Armour of Meterioric Iron and a Great weapon. Wizards are good set up, won't do much but they balance the list. Your warrior priest needs atleast heavy armour, and is kind of useless. Pegasus is kind of cool that captain better have full plate and a lance.
The knights might as well make super hard and give upgrade them to Inner Circle. This and the steam tank are your only effective combat units. little knights = nice flankers. Handgunners should only have a musician. Too many huntsmen, they won't be able to hide, 6 tops.
cannons are nice. pistolier champion should have repeater pistol. The greatsword unit is to small atleast 15 are needed and i guess but the priest here as well. Also just have one detachment of 10. probably to many flagellants maybe 15? And i've never used an Stank so good luck.
Normally a "knight" army would have more knights probably 2 big blocks. I feel like your army is to disjointed. The knights, griffon, pegasus and tank can get at the enemy when your 2 combat infantry units are still way behind. Have you thought about using the core infantry? hope my comments helped and i will try and answer any questions you have.

I agree that the lack of a unit with full ranks (except for the flagellants, who should be set up with fewer ranks IMO, e.g. 7x2) is unusual. But the list can still work.
Keep the Pegasus despite the griffon - they perform twi different roles. The Peg is great for attacking warmachines, lone mages and skirmishers, whereas the griffon can cause terror and should threaten the flanks of your opponent's main units.
You have maxed out your characters which takes up a large amount of points in a x.000 battle. Id leave out the priest as he wont do much anyway. You then have points to make your greatsword unit bigger.
Apart from that Id have to repeat what Sultansean said: make the flagellants smaller, make the Knights Inner Circle and give the Peg rider armour and a lance.
About the Steam Tank, Im a bit dubious about taking the volley gun. First, its only S3 at long range and S4 at short range, so it wont nearly do the damage of a normal volley gun. Second, if you misfire, which is rather likely with the volley gun, you have to roll on both the gun and the tank misfire charts to see what happens.
Taking a cannon is less risky. It has S7, enough to auto-destroy chariots, and it only malfunctions 1/6 of the time.
Be careful how you use the tank because it is very vulnerable once it gets into hth-combat against anything with S5 or more.

Thanks for the replies, I changed it up a bit. I realize that it's an oddly formed army, but I wanted to differentiate myself from most infantry-heavy Empire armies out there, which may be a bit cheesy, but I thought it'd be cool.
I understand that the Griffon will draw a lot of missile fire, but I plan on keeping him behind cover, and then engaging isolated units. There's a lot of good tactics on warhammer-empire.com that I'll be reading up before I take this army to war, especially concerning this.

Ok I like this list. Unfourtunatly you can't have two units of Inner Circle Knights unless one is white wolves which wouldn't really fit into your list.
Sooo... switch the war banner to the unit without the grandmaster and use the points from not having inner circle to get them the steel standard.
Other than that it would be nice to have a unit of 5 knights to act as flankers but you can't have everything. So good luck with the list!

Thanks for the help. If I get slayed, I think I might have to use some core infantry for my next army though...
