well as it says in the rule book and any other history book i have read says that halberds take 2 hands so does it make sense to even have shields on halberds the only way they could use them is if the soldier drops the halberd .
If you have both the shield and the halberd, you can choose which to use in combat based on what would be better for the situation.
If you need the unit to hold out for a turn, take the armour of a shield and close combat weapon, if you are attacking and want to do as much damage as possible, use the halberd.
Also, when not in combat, the shield can be used against shooting and magic, so if you have the spare points, take both.
