My question is who or what are the Night Stalkers of Kathandol and where can you find the rules for them?
I've had a quick look on the GW site and in the 2002 Annual and Chroniles 2003 but can't find any mention of them. Thanks for any answers in advance!

Why would they put a fake unit suggestion in an army book?

They are another made up DOW unit to put in Army Books. There are also a number of other ones includeing The Celestial Dragon Monks and for a while, The Cursed Company.
My guess is that they were possible DOW units when they were making the old book but never made the cut. That or possible DOW units that may come out adventually.

Yeah, most of the army books include one existing Dogs of War unit, and one that was made up. The Cursed Company was the made up one in the Empire book, and they eventually got rules and models. They may do the same with others.

There is always the chance they will make official rules and models for them like they did with the Cursed Company. Or perhaps they did it purely for fluff reasons; just to make a unit that sounds cool.
That entire paragraph is just fluff afterall. They aren't saying that Tichi Huichi's Raiders and Night Stalkers of Kathandol are the only Dogs of War that Lizardmen can get. It's just fluff.

I am not agruing that fact, but it is a suggestion as in the best Dogs of War for Lizardmen to take for fluff reasons is Tichi and Night Stalkers. Meaning that the Night Stalkers have something to do with lustria? If they do and it would enrich my Lizardmen then I want rules and fluff for them!

I have a suspicion that the new Dogs of War army book (assuming there *is* one, I hope, I hope), will feature several new Regiments of Renown (althought there is a rumor that the Regiments of Renown may get their own Book). Some of the old ROR may not be feasible anymore for a variety of reasons.
Anyone read the 'fluff' stories in White Dwarf? The Tilean city of Miragliano was destroyed by the Skaven recently. This means that at least three of the ROR have lost their home city (the Marksmen of Miragliano, Braganza's Beseigers, and Bronzino's Galloper Guns [Bronzino had his foundries in Miragliano]). Those regiments may be discontinued and replaced with new ones.
