The plan behind the list is to have as many small/manoeuvrable units of ogres as possible, with minimal points spent on characters and magic items. This would have been my Winter War list, but the models were never going to be ready in time so :(

I know how you feel. My lizards aren't going to be done in time, and I want to put more painting time into them anyway, so I won't enter my wolves or elves into it either. I need my weekends for relaxing with mates, and painting.
About the list, I would have thought I'd have no idea, but I suppose most of it is pretty common knowledge.
Firstly I'd say your slightly lacking on disruption. I know it's a pain to paint 10 guys for 60 pts (the similarities of our tasks grow evident - skinks) but perhaps dropping something like heavy armours somewhere. I dont know if ogres get a natural save, but a 5+ save wont do much. Str 5+ attacks are the only things you'll really be worrying about with that general toughness, which eat through heavy armour anyway.
Other than that, theres nothing I can suggest really. Theres nothing to really tinker with, so apart from subbing out whole units, I think it's a good as it can be.
Only one character? Is that a good thing?
Otherwise it's good. Any tactics?

The thing with ogres is that they're all kinda characters themselves with three wounds (more than most heroes), so I think its a bit overkill to spend a lot of points on characters.
To demonstrate this, yesterday I played a 1000pts battle (vs. Lizzies) with a hunter and bruiser. The hunter really wasn't worth it in such a small game, whereas the small ogre units were all effective. I'd say don't take two characters until 1500pts at least, as the bulls can handle themselves.
I'll experiment a bit more on whether to take one/two characters in 1500, but on first impressions it's really not worth it.
Just the basic MSU (multiple small units) principles, really. Lots of small, manoeverable units to try and get as many models into base-to-base and the flanks as possible.
