Try here and here for some very good tips on DoW. The first is more about how they're useful for an Empire army while the second is for a DoW army in its own right.

its a good idea but they're S2,T2, and WS2, if they ever get in CC they will be slaughtered. they're ok at shooting, but if you play a cavalry army (bretonnia) they'll screen their knights with Men-at-arms so their knights can gat there and kill your men, you could try it but dont expect many wins -_-

Remember, you can only have one regiment of vanilla halflings and the Regiment of Renown (Lumpin Croop's Fighting...Men...), so an army of halflings is pretty much impossible anyway. Look at the articles I linked- they're infinitely helpful.
