Answers:
1. Um, technically, in game terms, you don't. You allocate some of your points allotment to 'buy' Dogs of War instead. They just call it 'paying' for them because it sounds better. ;)
2. That depends. If you look in the new GW "Phone Book" (the new mail-order catalogue) under Dogs of War in the Warhammer Fantasy section, you'll find a whole set of models to use as the Marksmen of Miragliano. However, if you don't want to mail-order them, just use Empire Militia, arm them with crossbows, and *call* them the Marksmen of Miragliano, using the appropriate points costs and such.
3. Dogs of War is the name of the army as a whole, used as a generic term for all mercenaries. A Regiment of Renown is a specific regiment that has gained some fame (and a lot of loot) and is in some way unique as compared to a normal Dogs of War unit. Chronicles 2004 has the DOW army list, and it has a brief explanation of the difference (but they explain it better than I do).
4. See Chronicles 2004. Each Regiment of Renown has an entry in the Regiments of Renown section of the Chronicles book, and each Regiment has an entry describing who can and can not hire that Regiment.
