City of Heroes: Task Force is an rp set 15 years in the future. After an incredible explosion in Rhode Island due to the carelessness of a nuclear plant worker, many people wer egiven super powers and babies being born had this power too. SOme use them for good and some use them for evil. The ones who use them for evil were all exiled to the Rouge Isles off the coast of Bermuda off the Atlantic Ocean, but frequently attack the people of Paragon City.

In this city, lives the Task Force, a group of some of the few remaining heroes that are on the side of good. This rp is about their many escapades in the city and around the world. Their headquarters is The Base, a secret hideout hidden underground. They have the Full Force ship, a jet for transporting them all over the world. The city is maily protected form the Villiand by the War Walls, force fields protected the city but only in magor areas. In those aeres things ca nget out but cannot get in without special clearance.

The center of the rp is the fight against Archanos, to group which rulles over all Villians, and the Task Force trying to discover the identity of its Leader.

He worked with some chemicals in his spare time, and figured out an antidote that would kill the bacteria that was killing him. The side effect of the antidote made him faster, more flexible, stronger, and gave him the strange ability to change from healthy skin, to any skin disease he contracts naturally.

Appearance: 6'2'', Mr. Wiggins has red, buzzed hair. He's a well muscled Caucasian with slightly glazed over blue eyes. His face is gaunt and drawn, so it looks a bit like a skull. He has quite a few scars on his hands and arms from misplaced surgical knives. When Mr. C, he gives himself a random disease that makes him look completely different.

Role: Solo Antagonist

Background: He played with dead birds as a little kid, cutting them up and examining their insides. Then cats, and then he was found out and given therapy, which didn't help. He went through medical school, and graduated with high marks. After he recovered from his skin disease, he discovered his new physical abilities, and expanded his dismembering horizons to unwilling patients, whose lives he didn't save. He always kills his victims by cutting off all their limbs.

Rio: When not kicking heads in, Rio usually dresses himself in a simple white T-Shirt with black sleeves, blue jeans, and a pair of black sneakers.

Bolts: Bolts' usual attire consists of a black, leathery type armour with what appear to be blue tiger stripes sewn into it.

Electromancy: General manipulation and creation of energy.

Superspeed: As is the case with most electromancers, Bolts can surge the energy into his body causing him to achieve speeds where he literally leaves himself behind.

Rio: Rio stands at about 6' 1" and weighs somewhere around 175 lbs. His eyes are solid blue and his hair is a mid length, moppy brown.

Bolts: Bolts also stands at 6' 1" and weighs 175 lbs. Unlike Rio though, Bolts' hair is completely silver, almost to the point where it's snow white. It also sticks up in an odd array of short spikes, each one about 4-5 inches long. His eyes are the same dark blue as Rio's though occasionally they have been known to flush completely white.

Background: As said before, Rio grew up in Paragon city. Around age eight however, he had his first encounter with lightning. A bolt, which every expert claimed should have killed him, struck him one day and didn't so much as sear the clothing covering him. Rio didn't have a clue what this meant at the time but over the years he soon discovered his strange ability. It seemed that he could create as well as control nearly any form of energy. Since then he has lived his life as normal as possible, attending high school as well as college without the slightest hint of unnatural ability. But when the time called for it, Bolts was always quick to step in.

If a continuous source of power is not available, each has a secondary mode using plates or blades that can rotate around the base to keep a lesser version of its true nature. Growing up, he grew very fond of a girl, but one night, a year after the nuclear incident, she vanished without a trace or lead to finding her again.

Bass: Like Rio this isn't so much a weapon as he would probably never hit anything with it. The bass itself is a five string, sunburst, L2500.

Blaze:

Claws of the red wolf: A single double bladed claw that is connected at it's base to Kio's forearm. ((Think the predator on this one)) The blade is retractable, meaning he can fold it back so it doesn't interfere with everything else.

Armor/Clothes:

Kio: Usually seen wearing a short sleave, button down, red polo that he leaves unbuttoned regardless of whether or not he has a shirt on underneath.

Blaze: Like Bolts, Blazes armour is made of a sturdy, leathery substance however, his is comprised of several different shades of red.

Note about Clothes: Like Bolts, Blaze can summon his outfit to him via a sudden rush of flames. The same works for when changing back into Kio.

Background: Kio had alot of experiences with fire when he was a kid. So much infact that his parents at first couldn't understand how the boy always seemed to have a fire going somewhere. When he was in high school however, he started toning it down some and by the time he reached college, had started really focusing on only using his powers when necessary instead of just for laughs.
