Title: Broken Parental Control Function?

This has been occurring since the update before the recent on the X-Box 360. I am 17 years old (which is the recommended age for MATURE rated content), family settings are completely off, no pass code, no locks, everything is allowed, both on Console, and X-Box Live, voices are heard and said, no timer, nothing on, and adjusted via 360 and PC, and after all that, the fucking thing STILL won't let me download shit (which is why I have to resort to using the PS3 for demos and videos, and getting those for the PS3 (compared to the 360) requires a bit more work then it seems). I tried to download the DMC4 demo, KUF: Circle of Doom Demo, Turok Demo, even the Gears of War 2 "Dual" teaser, and it still won't download (what's strange about that is it isn't even rated, which doesn't make any sense when you're restricted from downloading something that hasn't even been officially rated Mature yet).
My parents has nothing to do with this (since they don't really care much for game consoles), and neither would they give two fucks about it. I'm the only one who has been playing my 360 (and so has my friends, but only for Call of Duty 4). What is also strange about it is despite all that, I can STILL PLAY MY 'M' FUCKING RATED 360 GAMES! Achievements, online multi-player, everything works just like bread and butter. Can anyone tell me the possible problem with this?
Pardon my language, but I'm pretty upset, even after MONTHS of being unable to performing a simple function that even a five year old can figure out, because of a restriction that shouldn't even exist (you know, since it ISN'T EVEN TURNED ON!).

I have the same problem, so I made a second profile with silver and just wait for the downloads to work with him. It's not the best solution, but it is a temporary fix.

But would I be able to view downloaded content (mainly those that I didn't purchase, such as Demos and Videos) on my gold account if I use an alternative silver account?

Delete the account from the HDD then remake it.

Well, mine was in limbo for a good 3 years, unpaid for, and deleted off my Xbox hard drive before i simply put in my email address and password and got it on the 360. One can only presume it's stored on a great big whacking secured database somewhere than in a consumer hard drive. I also specified the hard drive, not the internets. Just delete the profile data off the hard drive, then put all the details in again, to remake the files, hopefully clearing glitches.

I called Customer Service to see if I could get this resolved, however even they can't do it, as they told me to "wait 'til I'm 18". Not that it matters much any more, because I created a new account (used for download purposes only). It seems that I could view content from my other account, so it doesn't seem to matter much any more. Besides, I got something, in another topic, to get off my chest right now.
