Because the topic may not be made of win (you can't tell if it's made of win before it's even made). It's up to the mods (I think) and adims if they are. I'm also guessing that the topic needs to die (as in the forum goes through a wipe or something) for it to go there, and not just be in it's regular forum, but that's just a guess.

well If i can't MAKE a topic how come i can't post in topics that are already there?

Make a topic thats win that the mods aprove of, and that it's win enough, and it might get in there. Who knows, even you might make something thats good enough.

Couldn't you have jus' PM'd a mod with this question instead of trying to get your custom member title quicker?

Administrators control everything on the board. From warning and banning members to changing the coding, like placing those songs in the code.
A Moderator is give minor power by the Admins, they can warn and temp ban. They can also move topics, lock them, delete posts, etc.
Another difference is that Edge has a point in his last post. >:3

well Usually in other forums when I PM a mod and I got a question I don't get a repyly >.<
