He means the mask dropped by uhh... Grassils was it? in the Izumo Ruins.
If your question was what drops the mask, it is dropped by, as said above, Grassils.
If your question was how to get the Grassils to drop it, the mask is probably rare drop like the Tisiphone Edge or something.
Just keep killing the things...
