I've been trying for a while, and I can't figure out how to get Raven. I feel like there should be something that really makes it obvious...

What!? I thought of that, but I never seriously thought that you would have to do that! There's nothing to suggest that you would have to send her to talk to Raven, and usually there's something that suggests who you would want to try! Oh well...

there are little hints between them, its been a while since i played, but i think they both say that they lost a sibling or something like that, and it just toke note of them both being redheads, it didnt take long to figure it out, but that may just be a coincidince

Raven never says anything about a lost sibling, and I think Priscilla might only mention her brother when she dies.

The guards almost always kill him whenever I am on that chapter.

same but if you wait too long the guards will take Raven on. and I always have Raven kill the guards... meh, vice-versa, still same point.
