Compete in the colloseum in Tolbi. After you win/lose, go to where Babi is, talk to him. Then he'll go in the downstairs part of that room. Follow him and you can get the cloak ball.

Yes, I'm pretty sure you don't have to beat colosso, but if you lose you miss out on the lure cap which is important for leveling up fast, and if you transfer data I think you will miss out on the item the warriors would give you in the shaman village cave.
