Has the idea been discussed of rebuilding tall buildings on the WTC site and showing the names of those who died on September 11, 2001 engraved on the outsides of the buildings? This would be analogous to the Vietnam wall and other memorials in Washington DC, but even more prominent because it would rise high into the sky. It would be in addition to memorials at ground level. The names would be permanently visible not just downtown at ground level but all over the city, especially to anyone looking with binoculars. Could this make the need to build an outstanding memorial compatible with the possibility of building tall buildings on the site once again? Because the height and size of the buildings would enhance the memorial and in fact make it truly extraordinary, instead of seeming to detract from it.
It's an idea, but what about the windows of the building? Maybe this could work as a monument and on the upper floors are memorials dedicated to 9/11, rather than office buildings.
