Cabinet Report, February 10th, 2007


The last cabinet report was released two days after my resignation as MoD, last term. As a result there is a lot of material to look through here.


Carbanousa's effort for revival of cabinet discussions.

On January 10th Carbanousa attempted to revive several cabinet discussions and activity on a wide range of issues. Several of these discussions resumed only on Feb 5th.

On the proposal for an endorsement cap and delegacy contention legislation, the latest adjustment seeks to link article 5 of the proposal with the Canadian Ejection and Board Suspension Guidelines.

Discussion on the review of the Defence Alert levels has not progressed.

Carbanousa Introduces the New Forum

The central focus of the cabinet's efforts were funnelled toward creating a new forum with the intention of replacing our current home, that has not recovered since the server crash. 420 had made the initial suggestion of creating a new forum. All cabinet members supported the idea and engaged in discussions concerning the transferability of threads, masks, categories, pips, smilies, etc.

Warning to Diemetricus and Jack Tarr - given and later revoked.

Although most of it has been covered and discussed publicly, all that is left to disclose from what is discloseable on this matter is that the standing cabinet at the time, consisting of Carb, 420, Red, OO and Omni, unanimously agreed to send warnings to both members. After the public outcry in JT's defense, several members offered doubts and questioned their previous decision while others were adamant. Carbanousa eventually brought an end to the public protest, by revoking both warnings. C6 has called the new cabinet of (Carb, C6, Omni, Parrrrtay, Red, and OO) to re-read the thread and reflect on this event, stating: From what I have read, cabinet totally abdicated from engaging in any sort of rational thought on this matter and reacted on instinct. I want to understand why this happened and how we can avoid it from happening again.

Incomplete Cabinet controversy

Most of the recent forum ruckus was in response to the cabinet's delay or unclarity on filling it's roster. Hopefully the following disclosed data will serve to settle and resolve the controversy.

In chronological order:

Jan 1st: After the election that left two vacancies in cabinet (MoJ and MoD) Carb opened up a thread that announced that Red had been selected as the appointed MoJ and regarding the MoD vacancy, stated: For the vacant Minister of Defence position I propose calling a special election, as outlined in the quoted clause above, unless anyone has suggestions for Minister of Defence.

In the ensuing discussion, 420 suggested a cabinet shuffle passing over to the MoD, pending a member's decision to accept MoRA. OO forwarded another member in case 420's idea did not materialize, but this was rejected by 420.

Jan 3rd. 420 announced that his initial suggestion would not be possible.
OO promptly suggested a list of 12 members containing several former cabinet ministers, 10 of which were cast aside by 420.

Carb thanked OO for the list.

Jan 7th. OO asked: "Do we have a MoD yet." He also suggested that if not, one of ministries should take up the MoD as well. 420 replied that such was unconstitutional.

Carb agreed that the positions required filling and suggested holding a special election for the 2nd time (read Jan 1st).

Jan 15th, after the VoC threads had been sorted out, Carb brought up the "MoD problem" once again, asking in cabinet, if anyone knew of any interested parties. There was no direct reply to the issue.

One week later...

Jan 22nd, 420 created a thread calling for cabinet to 'get some work accomplished'. Later on in the same thread, Omni asked: We still don't have a MoD, but who haven't we asked?

Jan 24th, 420 announced "finding a MoD" along with three other items on the list of priorities.

Jan 25th, A few hours after a public complaint had been made by several members, Prime Minister Carbanousa, proposed a special election to fill the vacant Minister of Defence position, while still presenting himself open to the suggestion of appointing a minister.

A cabinet shuffle was once again suggested, while other members had strong reservations about both holding an election and shuffling the cabinet.

The shuffle was then overruled. Carb announced that the election would be held the next day, but unfortunately was unable to view the forums for the next few days and nor Carb nor the MoRA 420, was able to set up the elections.

Jan 28th. 420 Resigned as MoRA.

Jan 29th Parrrrtay and C6 were voted in as the appointed MoD and MoRA respectively.


Other items

Carbanousa, received some high praises from a foreign nation, on how wonderful our forums were. The uplifting remarks were well received by several cabinet members.

C6 recovered from a text file, the Canada at a glance thread that had been lost in the server crash. Parrrrtay quickly updated it and hopefully we'll have it back in it's proper place again. Sadly we haven't been able to recover the latest version of our regional map.

Omnivorous heroically created a list of forums that had been archived and subsequently lost during the server crash, but that are still somehow reachable.

OO suggested creating a MoDB Report.

Cabinet voted against opening diplomatic relations with the region of New Spain, and with the Federal Commonwealth Society Treaty Organisation.

Cabinet (Parrrrtay, Carb, 420, Omni, TV, KG) unanimously voted in favour of the newly adjusted Canadian Standards for Diplomatic Relations.

Great report C6 but it prompts a question.

My understanding was that Carb was unable to access the forum during that time. If that is the case, does the word "unanimously" belong there?

The report of Diemetricus' post was initially made on Jan 14th. The last post Carb made on the issue was on Jan 25th when he personally okay'd the message that Red was going to initially send out to both members.

I think it was immediately after that, that Carb had trouble logging on for a couple of days.
