The CIA will be the organisation responsible for gathering of Foreign Intelligence, both Civilian and Military, for application in the Defence of Canada.

Prerequsite One
You will be required to obey Canadian law at all times, and be of good standing within the Region of Canada.

Justifications
It will not be necessary to move your main Nation to the target Region, but any puppet Nations that are used as tools for the collection of Intelligence shall, at all times, adhere to the Canadian constitution as well as any local Regional laws that are in place. In the event of contradtiction, the Nation shall follow the Canadian constitution. If this is percieved to put the concerned Nation in clear and present danger, then it shall be recalled from active duty and reassigned. Good standing is paramount in preserving Canada's reputation, and as an example/role model to other Nations or Regions in the furtherment of Democracy.

Prerequisite Two
You will have at least two puppet Nations that can be used for these purposes. This will enable to a degree, anonimity, and sanctuary. In certain situations, it may be necessary to have multiple Operatives working within the same Region to ensure continuity of gathered Intelligence.
Relocation will only be a short term measure until enough Nations allow satisfactory placing within 'special' Regions.

Specific Duties
1. It will not be necessary to move your main Nation to the target Region, but any puppet Nations that are used as tools for the collection of Intelligence shall, at all times, adhere to the laws of the Region in which you are resident. If local Regional laws contradict specific mission briefs or duties to the Region of Canada, the Operative is too contact the Minster of Defence for further direction. If this is percieved to put the concerned Nation in clear and present danger, then it shall be recalled from active duty and reassigned. Good standing is paramount in preserving Canada's reputation, and as an example/role model to other Nations or Regions in the furtherment of Democracy.

2. Intelligence of a Diplomatic nature will be passed immediately on to the Minister of Foriegn Affairs, although copies will be retained for Defence purposes.

3. Operations will focus primarily on known, current agressors or enemies of Canada. Active attempts will be made to map connections, allies, patterns, or strategies, in conjunction with formulating Regional Defence.

4. For matters when Canada is acting as a mediator or neutral ground, attending parties are allowed only to be accompanied by Diplomatic aids. Security for the duration of the negotitations shall be provided for by the Canadian Minister of Defence. This clause is non-negotiable to ensure Canada's neutrality and prevent the concession of advantage whether intended or not.

5. In connection to number 4., the Minister of Defence, or Deputy Minister of Defence is allowed to request brief resumés from all attending Diplomats for analysis of possible threats, siezes, or other acts of aggression against Canada.

6. In the event of 5. being the truth, relevant information shall be passed on to the Minister of Foriegn Affairs and the Diplomat be escourted to the nearest Embassy. If no Embassy is available, the Diplomat will be given a twenty-four hour period in which to leave the Region or face arrest. Chrages will include, although not exclusively include: Conspiracy, Political Fraud/Deception, or Breach of Treaty.

Addendum

1. For additional security, it will now be a requirement for you Nation to be a UN member. If you do not wish your Nation to be a UN member, then any Nations you have that are UN members will need to be accounted for.

2. It will also be necessary, among others, to undertake an IP trace. This will enable the CIA directors to prevent double agents or internal security breaches resulting in an intelligence leak.
