In short, because of the technical difficulties we are experiencing.

Until recently we had no Consitution or legislature to be able to provide the rights, responsibilities, opportunities or guarantee of a democracy to the sovereign member nations of Canada.

Up until our Minister of Justice Parrrrtay with her Deputy's, Judith Gap, help restored our Consitution, if anything bad had happened we would have had no legal basis for any action. As an aside, the Cabinet had no function as there were no portfolios.

The problem is still ongoing as some of the recently updated legislature is still missing, but Cabinet is working to restore these as we speak.

I must apologise, but I have been busy restoring posts in the Cabinet forum from my personal archive and have not had time to inform everyone. There was justification for the raise in level (as mentioned above), but the discussion became that of a Cabinet nature and to maintain integrity of the thread and regional security, it was split to the Cabinet forum.

If desired by a majority, the thread can be restored.

You shouldn't have to apologize for something that you didn't do ... or failed to do ... or failed to not do? I'm confused.

As we didn't have a valid constitution and have had to revert to a previous edit previous to March 06, 8+ months ago, the defence level has increased as we have a lesser ability to remove attackers (as there are lots of revisions missing from the period over which posts were lost) and so our actions to prevent Democracy being overruled might not be possible. If that makes more sense. :unsure:

One think I'd like to say about OO's question of why the DAL was raised is that while the nations of Canada are entitled to full disclosure of the activities of its elected regional government and that this right is protected by law, that same law also states, that certain information is exempt from this disclosure due to an overriding regional interest.

In other words, when the DAL is adjusted it is naturally Cabinet's, MoD's and CRDF's appropriate response to an underlying situation that demands the appropriate defensive measures. Making this underlying situation publicly known, will in most cases place our region at an even greater risk. Answering the question of "Why?" May not always, if ever at all, be possible.
