Title: Petition For Recall
Description: Minister of Donuts and Beer
TinyVillages - February 1, 2006 04:29 PM (GMT)
The portfolio for the MoDB states that, “The Minister of Doughnuts and Beer shall be responsible for the preservation of Canadian culture. The Minister of Doughnuts and Beer shall roam the region and promote unique aspects of Canadian culture. The Minister of Doughnuts and Beer shall be expected to make one post per week on a cultural topic, such as a review of a specific beer, or assessment of local doughnut chains.”
Currently, the region of Canada has a Minister that is not living up to their portfolio, neither promoting the region nor providing information, links or reviews. I would like to ask that the members of Canada to support a recall vote for NoFunNinjas.
This is not a reflection of my personal feeligns about NFN, nor a judgement of any kind about things that may be happening in RL. It's simply a move to admit the position is not being filled as needed.
I believe that this region is one of the best in the whole NS game. While it is just a game, I also believe that this region deserves someone that can live up to a role that they asked to be placed in.

A recall vote? What a novel idea. For everyone unfamiliar with how this works (which I’d assume is everyone as I don’t think we’ve had one of these before), let me explain.
Our Constitution says this about recalling ministers:
| CODE |
Article IV - Recall of Ministers
1. Any member of Canada has the right to create a petition requesting a recall vote of an individual Minister. Petitions must be created in the Citizen's Voice forum. Region members may not sign the petition more than once no matter how many nations they have in Canada. Should a Region member sign a petition more than once, the Prime Minister shall declare the signatures recorded by the offending member null and void. A valid signature post must begin with "I support this petition".
2. Petitions will endure for seven days from the creation date. To be successful a petition must collect enough approval signatures of members to be in excess of 2/3rds of the members that voted for the Minister in the last election. For acclaimed ministers, the number of signatures must exceed 2/3rds of the lowest of the voter counts of the previous election. If by the eighth day the petition has not collected the required number of signatures, the petition thread will be closed and locked and no recall vote will be held. If a petition is successful, the Prime Minister will close and lock the petition and prepare a forum to hold the recall vote.
3. If the petition has gathered enough valid approval signatures, the Prime Minister (who is not subject to the recall process) shall be responsible for organizing the recall vote. Constitutional process for voting in elections shall be applied to the recall vote. With the exception that the voting period for the recall shall commence at 9:00 a.m. Eastern Time on the first Thursday following the locking of a successful petition, and end at 11:59 p.m. Eastern Time on the following Sunday.
4. Should the recall vote approve the removal of the Minister, the Minister shall forfeit their portfolio and shall be removed from the Cabinet. The vacancy created shall be filled in accordance with Article II, paragraph 2. |
Please note that this is not the actual recall vote. This is a petition to gather enough support for the region to hold a recall vote. This petition will be running for one week (seven days) as of today.
If you support this recall vote, please reply to this thread by starting your post with “I support this petition” You do not need to say anymore, however you are more than welcome to explain why you are supporting the vote.
If enough support is given to the petition, Carbanousa will act accordingly and follow the guidelines set out in our Constitution to set up the actual recall vote.
Canada – this recall petition directly impacts you. I hope that you will look at all factors and do your duty and do what you feel is right for this region.

Before we go ahead with an attempt to recall, should we not perhaps speak with NFN and give him an opportunity to explaiin and correct his behavior?
I am against the recall until he has been given an opportunity to explain himself and see if he will assure the region that he will get up to speed immediately.

Multiple Cabinet members have tried sending PM's and contacting NFN. We have recieved no response.
izdambodia - February 1, 2006 05:29 PM (GMT)
I would to know the details of TinyVilllage's claim. I am not too familiar with the portfolio or the Minister at this point.

I was just actually typing you a PM, but I'll just post it here.
The Constitution says this about the MoDB:

Minister of Doughnuts and Beer The Minister of Doughnuts and Beer shall be responsible for the preservation of Canadian culture. The Minister of Doughnuts and Beer shall roam the region and promote unique aspects of Canadian culture. The Minister of Doughnuts and Beer shall be expected to make one post per week on a cultural topic, such as a review of a specific beer, or assessment of local doughnut chains. |
NoFunNinjas ran for regional election in December and beat out another campaign.
Since that date, NFN has posted only two items in the MoDB forum and neither of them have had anything to do with Canada as an NS region or Canada as a RL region.
Cabinet is effectively stalled on some items as we await his response but aren't getting any.
What TV is trying to do with this petition is to entrust that the Canadian government is actually living up to their portfolios and being an active member.
In this case, NFN is not being an active Cabinet member and thus the call has been placed to remove him from the position and put someone into it that can live up to the job.

If this is the case, then I change my vote and would be in favor of the recall. In the future, I think it would be a good idea to include any information such as this in the initial post/request, as it is important for us to make an informed decision.
Edit: Let me add those three necessary little words.....
I support this petition.
Actually, thats four words, but you get my drift....

With regrets.
420_Celebrants - February 1, 2006 06:55 PM (GMT)
I support this petition.
I have no problems with NFN as a person or a member and I hope that he takes no offense to this. The region needs his participation in Cabinet so that things can get done. Canadians and non-Canadians alike need and want to know about Canadiana.
TV said it best - this is one of the best regions around. We can't move forward if we have an inactive cabinet member.

I support this petition.
I think NFN is a great sport and he made an excelent contribution to the region with our regional map not too long ago, and speaking as former Minister of Regional Affairs, I am very thankfull for that.
He's probably busy with RL and I'm sure that if he participated a bit more it would've been very interesting.
Checkers McDog - February 1, 2006 08:35 PM (GMT)
I support this petition.
But I also have a question...has he been posting for cabinet roll call?
Judith Gap - February 1, 2006 09:33 PM (GMT)
Yes, he has been posting for the cabinet roll call and occassionally weighing in on cabinet discussions.
420_Celebrants - February 1, 2006 09:36 PM (GMT)
January 23rd - NFN posts in roll call
January 27th - NFN posts in roll call.
No previous roll call post was made.
Really - NFN does happen to pop into Cabinet and have his say sometimes - but this isn't the issue at hand.
TinyVillages - February 1, 2006 09:37 PM (GMT)
I want to second my own post and others here.
NFN is not a target here. I appreciate him and his presence in the region, as much as anyone. This is not even a reflection of his overall ability to fill his position so much as his current RL circumstances seem to be keeping him busy. We should have a fully active Cabinet.

i have been rather busy in RL lately and im not sure when things will cool down. as for my not posting much in my forum i realy have no exuse other than beign busy and not realy knowing a lot about canada since im not a canadian. i try to keep up on cabinet stuff but aparently im failing at that as well. i have been very busy lately so perhaps this isnt the best time to have such responsabilities. if this is truely what the region wants then so be it.

In the light of that post, I support the petition, though I would recommend that the Minister in question step down voluntarily. I would hate to see him be remembered as the first person to be removed under this legislation.
Redundancies - February 2, 2006 01:11 PM (GMT)
Looks like you got your wish, Daemon.
http://invisionfree.com/forums/NationState...?showtopic=4461Guess that means the recall is no longer in effect.
Carbanousa - February 2, 2006 04:03 PM (GMT)
In light of NoFunNinjas Resignation as Minister of Doughnuts and Beer, the petition to Recall is stricken null and void.
The portfolio and responsibilities as laid down in the Consitution will pass to the Deputy Minister of Doughnuts and Beer, Omniverous.
Carbanousa - February 2, 2006 04:24 PM (GMT)
There is now a Vote of Confidence, in accordance with the Consitution, in the Current Election and Referenda.
| QUOTE (The Consitution) |
2. Each Cabinet Minister must appoint a Deputy Minister as soon as possible. The Deputy Minister shall take the Minister's place on an interim basis should the elected Minister be unable to continue holding office.
When a Deputy Minister is elevated to interim Minister, the voters shall be given a vote of confidence poll. The poll shall approve or disapprove granting the interim Minister the permanent title and portfolio of the Minister that they are replacing, for the balance of the current cabinet term. The vote of confidence poll shall be held in accordance with Article I; with the exception that the voting period of the vote of confidence poll shall commence at 9:00 a.m. Eastern Time on the first Thursday following the elevation and end at 11:59 p.m. Eastern Time on the following Sunday. |
