What are the main tasks of a Deputy Minister of Defense? Any pre-requisites?

The main tasks are:

To aid in collecion, analysis, and dissemination of foriegn intelliegence, both civilian and military;

To aid in the defence of the Region of Canada from both internal and external threats;

To assist in the maintanance of the Canadian Intelligence Agency, The Dogs of War and related forums;

As both the Minister of Defence and Deputy Minister of Defence will be active within the Intelligence Agency, the only requirement is at least two puppets available for intelligence assignments.
It may be necessary, under certain circumstances, to transfer your UN status to one of these puppets.

Well, in the beginning of my nationstates life i was in Cuba and i was able to reach in the position of Intelligence Secretary, but after some recent troubles with a spy in our Government known as Escabor, The Sec. of Defence, with the help of RLA he was found, but after that Cuba as been dying so i left Cuba and let my main nation Gallia Cisalpine die as well as 2 puppets Gaul Transalpine and Romana Magna in Utopian Islands Region, there i was to Sec. of Intelligence but it wasn't what i was looking for =\, after that i created McDolar and put it in Portugal but i don't like it so i take it and put it in FCS= Federal Commonwealth Society, i stay there for a while but i become bored so i let Mcdolar die and created Vatican Swiss Guard my former nation now, and i came to Canada, is a very well spoken region around the nationstates world and i thought would be a good idea came here.. This is really a great region, i've enjoyed good times since i came here...

Well i think i can candidate myself, i don't have much experience but i will give you as much help as i can.
