Public Recall of Canadian Ministers

Terms

Portfolio – the duties and powers of a particular ministry. This includes their Power of Cabinet and Power of Administration (if applicable). This excludes temporary grants of power.
Power of Administration – The right to hold an admin mask and perform administrative duties.
Power of Cabinet - The right to view, discuss, and vote on matters discussed in Cabinet.
Signature - On the petition, a valid signature must begin with "I support this petition."

Clauses

I. Ministers other than the Prime Minister

1) Motion to Recall - Any member of Canada has the right to create a petition requesting a recall vote of an individual Minister. Petitions must be created in the Citizen's Voice forum. Simultaneously a thread will be started for specific charges to be discussed.

a. The Prime Minister shall administer proceedings of this recall petition process.
b. Members may not sign the petition more than once no matter how many nations they have in Canada. Should a Member sign a petition more than once, the Prime Minister shall declare the signatures recorded by the offending member null and void.
c. The petition will endure for a period beginning at 9:00 a.m Eastern Time on the first Monday following the creation of a petition, and end at 11:59 p.m. Eastern Time on the following Sunday.
d. If the petition collects the signatures of enough people to exceed 2/3rds of the people that voted in the Ministry's last election, then the Minister is recalled and stripped of their portfolio. For acclaimed ministers, the number of signatures must exceed 2/3rds of the lowest of the voter counts of the previous election. The Minister's portfolio is passed to their Deputy or may be held by another Minister’s Deputy (cabinet majority decision) until a by-election (q.v. clause 2) can be held.

2) By-elections - The voting for a by-election shall start on the next available Thursday (at 9:00 AM EDT) that is at least three days after the declaration for the by-election. Voting shall last until the following Sunday at 11:59PM EDT. Campaigning for any side in the by-election may proceed immediately after the by-election declaration. A non-contested Minister with Power of Administration shall run the by-election process.
