Prevent Communicable Diseases
A resolution to ban, legalize, or encourage recreational drugs.
The nation of Humanitarina recently submitted a proposal to the UN regarding prevention of the transmission of communicable diseases from drug/drug paraphernalia use:

Description: In Humanitarina we strongly believe that all people have the freedom to choose any lifestyle they wish, without directly harming others.
Recognizing that in any region/nation, people could be transmitting disease through distributing used drug paraphernalia to other users;
Admitting the awareness that many nations either prohibit most forms of recreational drug use, hence creating a larger black market/underground drug scene, allowing citizens to look for alternative means of finding the proper drugs or paraphernalia (often resulting in harmful effects to the individual's health);
We suggest to promote the prevention of communicable diseases (primarily from drug needles/siringes) by offering professional health clinics to assist the use of recreational drugs (whether legal or illegal).

Your wording is somewhat in conflict with the poll question. If citizens are free to choose their lifestyle, then why the 'regulated' in the poll proposal?

What I mean by "regulated" is closely monitored and with the practical use of policies to the manner in which the products are administered to prevent the abuse of the clients priviledges. This is meant to be a social assistance program for either those who are addicted users or those who use recreationally and would like to use safely. The regulation is to reinforce the concept of safety for the client and anyone they may use with outside the program (eg. some may attempt to steal drug products from a facility to distribute to others).
They do have the freedom to choose their lifestyle and we support that ideal by providing a safe environment. We could even have custom-designed rooms or environments made available to clients with different tastes in order to ease the discomfort of having civil servants or doctors being in the room with them.

I think that the title of the proposal is misleading. There are a lot of communicable diseases that aren't addressed by this proposal. I think that "Establishment of Safe Injection Clinics" is a more descriptive title for the proposal.
