What are the requirements for country or state to apply for U.N. membership, besides the obvious like being a sovereign region? Secondly are they voted in by the general assemby, security council? And finally could a permenant security council member veto one's admission?

It's been a while since I read it but I think adding members is covered in the UN Charter. (not that it is an easy read since it was written by a committee of lawyers)
The charter is on line. I think they even post all the different past versions as well. Not to mention that some people, on their own sites, have posted their own annotated versions of the charter which you might find easier to work with.
