I'd like to take this opportunity to contrast Kana Da's understanding with my interpretation of the events and thus the need for an enhancement. I'm posting this as a separate thread so I don't hijack her campaign announcement and if Checker's feels this should be located somewhere else in the forum it will be easier to move.
First let me state that DH
thought that he had missed the opportunity to announce the next election. In fact, after much debate the region managed to hold the election on time without a need to violate the constitution. The problem is that the constitution is vague as to the amount of time that should be set aside to hold the election campaign. The minimum amount of time permitted a candidate to announce their intention to run is documented. The minimum and maximum amount of time that should be set aside to hold the campaign is not clearly defined.
Let me clarify that I am not running to get my proposed text adopted. I'm running to make sure that the cabinet addresses the issue and hopefully some optional text can be presented to the voters of the region for their consideration. The key items that I would like to see the cabinet review are:
- define the minimum and maximum amount of time that should be set aside to hold an election campaign
- determine if elections should be moved out of the holiday period to enhance participation
- determine if election dates should be scheduled in advance (posted on regional calendar and possibility even have the campaign threads created in advance) so the PM and MoRA are not responsible for the campaign dates and only have to make announcements in the RMB and send out TGs to the region
- after a year of experience review the term length and consider if quarterly elections would be more appropriate
I would welcome other people's thoughts on these issues. I would also like to encourage people to post any concerns they have with any of the other current regional regulations. I feel there is always room for improvement and that we don't have to wait for things to blow up before we address them.
