The main initiative is that of an 'in-house' intelligence / defence network. This is explained in a little more detail in
this thread. Admittedly, this initiative could be implemented through the existing Defence Ministry, but seems more appropriate to be handled through the Minsitry of Regional Affairs.
Secondly, a more comprehensive intelligence agency. This would focus on recruitment, training, and 'dummy' assignments to ensure that all operatives are working to the same framework and methods of data collection, coding, and analysis.
A re-vamp of the Dogs of War Alliance is also on the agenda. Over the past few months, the mainstay of the Canadian Defence collective has gone by the wayside. Either due to a lack of need, interest, or awareness, this should be fairly high on the agenda with the current global climate.
