Description: The Embassy

Defectiveness - January 10, 2005 01:35 AM (GMT)

Currently our Ministry of Immigration is working to kick back into Ground Recruiment 3, which paused for the holidays. Our Ministry of Internal Affairs is still trying to figure out just what our job is. The Ministry of Foreign Affairs is wrapping up an Alliance with Europa (barring the Senate voting overwhelmingly against). Our Ministry of Justice and Democracy is working to implement our new Justice System, a copy of which I can rustle up if anyone wants one. Our Ministry of Security and Defense is working on building the North Pacific Defense Force (NPDF). Our Ministry of Intelligence... well, I couldn't tell you that if I knew.

Our off-site fora can be found here. To Establish an Embassy in North Pacific, simply have your Ambassador post their request here, in the North Pacific Consulate, and I'll see to it Russo shuffles it through right quick. If you have any questions, feel free to post them here or to PM me.

*takes a breath* :)

UPDATE

The North Pacific Ministry of Foreign Affairs just made the following announcement in the North Pacific embassy to TNP:
QUOTE
Taking recent events into account the North Pacific Ministry of Foreign Affairs has officially closed all diplomatic relations with the North Pacific Directorate. This embassy is closed until such time as the Ministry of Foreign Affairs chooses to reopen it.

Russo-Princepolis, Minister of Foreign Affairs

C-D/R-P
NP Minister of Foreign Affairs/ Former co-ambassador to TNP

Defectiveness - January 23, 2005 07:07 PM (GMT)
As well, the North Pacific High Council, in joint with the Ministry of Foreign Affairs, have declared that the North Pacific Directorate is an illegitimate government and that our government will support the North Pacific Underground in their efforts to return democracy to that region.

Defectiveness - February 8, 2005 07:08 PM (GMT)
Breaking news! Our Delegate, Talthia, who has been heralded as the greatest Delegate North Pacific has ever had, has announced his resignation after 125 days as Delegate. The official announcement can be found here. There is still no word on who will run for the Delegacy.

Defectiveness - February 16, 2005 06:15 PM (GMT)
There is now a semi-official word on who will be running for the Delegacy in North Pacific. Russo-Princepolis, our Minister of Foreign Affairs, will be running for the Delegacy (and already has a considerable number of endorsements). And I will announce my intention to run later today.

Defectiveness - April 7, 2005 06:08 AM (GMT)
Hoo boy... been awhile.

Russo won the election, and is now our Delegate.

I have assumed the role of Minister of External Affairs.

Talthia, our former Delegate, has taken on the role of Minister of Security and Defence, and has reformed our NPDF (North Pacific Defence Force), which now claims three soldiers in its Reaction Army (executive officer: Defectivity :D ), and seven in its Corps. (executive officer: T1g4h).

As well, our region is currently taking on a series of governmental reforms, the new charter is here:

QUOTE
Government Charter of North Pacific

Council

The Council is the primary legislative branch of our government, and serves as the head of the executive area. The Council is not only be responsible for drafting and voting on new legislation and reforming old on all areas except those directly under the Senate's jurisdiction, which it is even then able to veto new and reformed legislation should 5/5 disapprove, but has the ability as a body to intervene on any specific matter in any Ministry. The Council as a body is responsible for appointing the Ministers of Internal Affairs, External Affairs and Security & Defence, with majority Council approval and Delegate approval being required.

The Council is elected at the beginning of the third, sixth, ninth and twelfth months. Any may run for election provided they have residency within the region, and are not currently awaiting or serving trial. The Council is made up of:

Three Chancellors: A Chancellor will have an equal share of power in debating and deciding upon legislation and executive matters within the Council, and will be able to propose any new Cabinet appointments. A Chancellor will be automatically given a position within the Senate, though this position can be refused, and will be given total access to governmental proceedings.

One Supreme Chancellor: As well as holding all the duties and responsibilities of a Chancellor, a Supreme Chancellor will be able to act in an emergency to secure the region and to act as the temporary head of government should the Delegate become inactive. The Supreme Chancellor will be exempt from holding a Cabinet position.

One Delegate: The Delegate is to be directly chosen by the region on a fluid basis. The Delegate acts as the head of government, and is able to intercede in Ministry affairs on behalf of the Council, though the Council may retroactively recall this decision should a majority disapprove. The Delegate may act in an emergency to secure the region provided the Council is informed beforehand, and these actions may be recalled by the Council.

Senate

The Senate is primarily responsible for the legislative matters concerning the Judicial System, Charter and the Constitution, though the Council may unanimously veto legislation on these areas that the Senate has passed approved before it becomes law. Upon joining the Senate, all Senators will be able to view all Council discussions, unless 4/5 members of the Council vote that a matter is too sensitive, in which case the discussion will be moved to a private area. A full and unbiased summary will be provided in view of the Senate throughout, the Minister of J&D will still be able to view the discussion, and the full discussion will be accessable during and after the matter has passed the Senate.

The Council must check all legislative decisions with the Senate before they become valid, should 1/5 of the Senate, rounded up, object to these changes the matter is voted upon by the Senate. The Senate also elects the Minister of Justice and Democracy.

The Senate has no maximum attendance, and any may apply to join provided they:

Have overiding nativity within the region
Are not currently awaiting or serving trial
Have been a member of the forum for at least 21 days with a posting average at or above 0.5 per day

Once these requirements have been checked, an application is accepted. Should a nation be inactive for longer then seven days within the Senate without giving the Minister or Vice-Minister of J&D prior explanation, they are barred from the Senate.

The Senate has no positions within per se, but the Minister and Vice-Minister of Justice and Democracy are mandated to oversee and manage the running of the Senate.

Cabinet

The Cabinet is be made up of four Ministries, Internal Affairs, External Affairs, Security and Defence, Justice and Democracy, all of which ultimately answer to the Council. Each Ministry is the charge of a Minister, who is appointed by the Council, or in the case of the Minister of J&D, elected by the Senate. This Minister is in charge of all executive matters within their Jurisdiction, and is able to appoint a Vice-Minister to assist in the running of their Ministry. Upon appointment or election, all Ministers shall get access to all Ministry areas excepting the NPIA, with Vice-Minister's automatically gaining total access within their own Ministry, with the exception outlined above.

The four Ministries are:

The Ministry of Internal Affairs - Responsible for recruiting and maintaining the population of North Pacific, and for acting on internal matters not under the jurisdiction of S&D or J&D.

Ministry of External Affairs - Responsible for handling diplomacy and all-inter regional relations and efforts relating to our region. This Ministry handles ambassadorial matters, and works with the Council in planning, pursuing and promoting regional alliances.

Ministry of Security and Defence- Responsible for working with the Council to ensure that regional laws relating to regional security are kept, and for appointing or acting as the executive head of the NPIA. The Minister of S&D also manages and commands the NPDF, though the Council may intercede should a majority vote that it is necessay.

Ministry of Justice and Democracy - Responsible for holding all governmental and judicial elections except their own, and for enforcing the Constitution and Judicial System. The Minister is also responsible for ensuring that all Senate functions occur, and that our government as a whole runs smoothly.

This position is elected and voted upon by all members of the Senate within the Senate every three months; and this election is held by an unaffiliated member of the Senate, who is appointed by the Council. Any current member of the Council is exempt from holding this position.

Administrators

Forum Administrators are responsible for maintaining and improving the forum for the community and government of North Pacific. Any and all Admins are the current Root Admins, and a new Admin may be appointed provided majority Senate approval is gained beforehand. The same is required for a dismissal of an Admin, but not for a resignation. Every Admin is required to sign an oath promising to not abuse their powers for personal or political gain, with possible legal sanctions if it can be proved that this has happened.

Admins are responsible for appointing Moderators and Global Moderators, though each current Minister is automatically granted Moderator powers over their designated area of jurisdiction.

I really hope that's everything...

Defectiveness - May 17, 2005 09:48 PM (GMT)
Well, this isn't really an 'update', as I am no longer in any way representative of the government of North Pacific, but I've resigned from the region of North Pacific.

Official thread.

I have no idea who will be replacing me as ambassador to this fair region, and frankly, after getting accused of being part of a vast conspiracy to destroy NP's democratic principles, I don't really care.

Nick - May 31, 2005 12:14 AM (GMT)
I would like to say Defec was accused of a horrible thing. A consipracy to take over the region, but it was false. And i stood by him until he left North Pacific. These accusations were obserd and even caused our great delegate Russo-Princepolis to step dow from office. <_< How i loathed the girl who caused this mess.
But yes, I would like to say Defec was NEVER part of any conspiracy. It was just a girl wanting attention.

Ess - May 31, 2005 01:51 AM (GMT)
Nick, if you see Defec, tell him we miss him here, k?!

Too bad someone had to make things ugly for him.

Daemon - May 31, 2005 04:30 AM (GMT)
Yeah. Defec was total quality.

hudson bay - May 31, 2005 01:26 PM (GMT)

Mr. B - May 31, 2005 03:28 PM (GMT)
Wow, I don't know how I missed this, but I wondered where Defec has gone. I would like to add my voice to those urging Defecs return.
Come back buddy.
