So our Prime Minister is voted in through the UN endorsments only? There is no Off-site message board voting right?

That's correct. the election of Prime Minister is constantly ongoing, and she can be replaced at any time.

Anyone who is a UN member can run at any time, simply by collecting endorsements. I don't think anyone has declared any intention to run at this point (it isn't necessary to make a declaration, but its nice to know to make any transition in power smoother).
