On the implementation and enforcement thereof. As it is the duty of the Delegate to protect the freedoms of our region, the following provisions for the enactment of Martial Law shall be made. 1) Any nation gaining a percentage of endorsements equal to or exceeding 70% of the current delegate's endorsement level shall be asked to make a statement of intent. This statement of intent shall consist of a statement of whether the nation is intending to run for the delegacy, whether they intend to run for delegacy in the future, and whether they belong to any outside organizations with an interest in running the region. 2) Any nation who refuses to make a statement of intent after repeated requests by an authorized nation, or who is found to be a participant in a hostile invasionary force, that continues to collect endorsements shall be considered to be taking hostile action against the region and shall be subject to temporary expulsion and banning until the next game update, at which time the ban shall be lifted and the nation allowed back into the region. If the nation then continues their hostile actions by refusing to communicate their intentions while collecting endorsements, they may be permanently banned from the region. 3) If a nation makes a statement of intent to run for the delegacy, and is not a member of an hostile invasionary force, they cannot be expelled from the region under this law. 4) If the Delegate bans a nation under martial law without proper cause, they shall be subject to impeachment, as per the Charter. |
