That's a stupid question, I abstain from the vote as it depends on levels and stats, which are never constant.
For example, a Lvl 50 Ho-oh could be beaten by a lvl 100 Goldeen.

Also depends on the legendary. But the most likely ones to survive are the ones with highest defense.

Snorlax and Arcanine has good HP, that's always a help when battling Legendaries.
