I was woundering if you and a friend could put your money togeather to buy an animal if it's to much for one person.

I was also woundering if you could buy dragon's at a lower level?

1) No, you cannot buy a dragon at any level lower than specified for your class / race.

2) No, you may not pool resources and buy one animal for two or more people. Namely because one of you may want that animal for use in your quest, while the other person may also want it to use in theirs. And according to the laws of physics, it can only be in 1 place at 1 time, so you both couldn't use it simultaneously: thus one of you, if used by both at the same time in different places, would be invalidated in your quest.
