You can write your story in either person, though most tend to do third. Something about it feels more professional, in my opinion, but there's no specific rule
The skills section is for the skills that are on your armor. As you write your story, battles will occur. This is the time to use the skills. I believe that all of the newbie armor has the skills next to it for the listings on the
Ultimate Divergence FAQ, but you can also look them up in
NISDIP, the site's armor and weapons guide.
