Ok, Adult Swim promoted this new show called Squid Billies for about 6 months. The show was supposed to be about some hillybilly squids and made buy the guys who did ATHF. The promoted it as the next Citizen Kane.
The day the were supposed to premiere the show, they instead showed this thing called Perfect Hair Forever (PHF)as a joke (Swuid Billes itslef was never a show).
PHF was a spoof on anime. It was about this balding 12 year old boy who is looking for the perfect coif. He visits his grandfather who sends him on a quest to find it. Along the way he confronts a man dressed in a catsuit, a singing hotdog (the theme you heard), Space Ghost, and a wild haired old man. The show never ended, and was one of the weirdest and funniest thing I had ever seen.
