Following a top secret meeting, between the President, his Defence and Foriegn ministers, and the miliatries top brass, one thing was clear, and that was a need to build up the military strength of the nation dramatically.

While the nation possesed a large fleet, with force projection well beyond its territorial waters, an air force that was quite large and considered one of the most modern in the Balkans, and an army that was by top standards, up there with the best, there was still a necessary need to increase the militaries capabilities.

However, such things would not be tolerated by the people. Thus, a reason need's to be manufactured, either from existing aspects, or completely fabricated ones.
It was agreed, that an external threat, from Mostarvia, was posed, and hence the nation needed to bulster its military in order to defend it self. Nobody in the room however, was under the illusion that these were purely for defence. The military chiefs knew best, that if the need arose, they would be used in an offensive manner, more then likely to defend 'friends'.


-Nuclear weapons(to add to the bio/chem arsenal, and expand existing stocks)
-The advancement of other non-conventional weapons platforms and systems

-Further development/advancement of survielance, signit, intell capabilities etc.

It was also acknowledged, that several of the things necessary, could be acquired through 'friends' in the region, with common goals.
