I just posted the charter in the RUDF thread in the special crisis counter terrorism commitee forum. Also, ill post a copy of it here. The offical inauguration of the joining nations and officialization shall occur in FOUR days from now, not three, on SUNDAY, April 10th (my puppy's 8 month birthday!).

RUDF Charter of operations and code of conduct


1 Identity:

A This is the Official Charter for the Regional Unified Defense Forces of The Balkans. As a short name we are known as the Regional Defense Force. Our official abbreviation is known as the RUDF.

B This is a multinational, joint defense network and organization, our duties are to enforce and uphold regional law, and act as a unified peacekeeping force.

C The organization will have a Three Head entities located across the region, and will divide the region into 3 corridors: West, Central, East. Three nations will harbour the headquarters of each corridor and be the 3 Heads of the organization. All other members will have their own national headquarters and base.

2 Code of Conduct

A The organization will initiate and approve its operations on a unanimous vote, but, if a unanimous vote cannot be reached, the Three head nations must discuss and come to a unanimous decision on what action must be taken and how.

B Non-Withstanding Clause

If a nation of the RUDF decides it has some sort of major objection or incapability at the moment to participate at any capacity in an operation, it may enact the Not-Withstanding Clause, of the Charter. This Clause gives the right to individual nations to not participate, but a definitive, clear, and if so, logistical reason why they choose/cannot participate in the RUDF operation at hand.

C If an RUDF nation is behaving unaccordingly to regional laws previous to or post-RUDF creation, a decision will be made by the Three Heads whether or not to initiate a Suspension, Expulsion or Ban vote against the offending nation.

D In the event of a Suspension, Explusion or Ban vote, every RUDF nation will submit its single vote whether or not to suspend, ban or expel the offending nation. Each voter must submit a reason as to why they voted in favour or out of favour of the punishment. After a week long voting period, the vote will be concluded and that will determine whether or not the offending nation is Suspended, Expelled or Banned. All that is needed is one vote over the other to determine the outcome.

E Once the RUDF has entered the nation in need of Peace Keeping, the level of violence, and overall situation of present regime control or there lack of, will be assessed and appropriate measures shall be conducted:

Such as construction of a base of operations and HQ, supply routes determined and initial armed action to be taken, in other words, how to go about quelling the violence and/or seperating and lowering tensions between rival factions inside the nation of operations.

3 Application and membership

A In order join the RUDF, a nation must apply and meet certain criteria decided upon an organization wide vote, the vote must be unanimous, and the criteria must be met, which are:

-A good level of consistent activity
-Stable government and consistently firm control.
-A properly balanced economy, meaning, no basket cases, were not a charity, were a defense force.
-No uncleared charges of misconduct in the region, and no human rights violations that havent been resolved.
-Current nation regimes that have commit human rights atrocities will not be admitted, until that regime and the government changes.

B Once a member you must construct a national HQ and RUDF bases, for RUDF troops, or refurbish old ones, or a most likely combination of the two. Once done, you must adhere to the code of conduct and your RUDF forces must be equipped with all or some weapons of every weapon category. That includes certain widely available, current tech vehicles.
