Tolomakia is opening a funding program for NGOs and other civil society organizations around the Balkans. The total budget for the first year of activity was set at 75 millions euro.

The money will be available for projects and campaigns aiming to promote civil rights, human rights and political rights in any nation of the Balkans.

The funds can be requested by legally registered non-profit organizations. The applicants must submit a brief description of their proposed activities here and the answer will be given in several days.

(1) Do the proposed projects need to involve at least two countries or can they just concern activities in one country?

(2) Would this program give priority to projects coming from poorer countries versus projects coming from richer ones?

(1) Project can include activities in one or more countries.

(2) At this time, there will be made no distinction based on the wealth of the nation.

A note: projects proposed by civil society organizations from totalitarian and authoritarian countries will have priority.

Given our other commitments(arms purchases, national projects, relief efforts overseas), we are only able to contribute $50million at this time to this fund.

The generous contributions of Zahumlje and Byzantian raise a problem regarding the decision process.

For our contribution, decisions regarding the applications will be taken by the Freedom Fund Board, formed within the Tolomakian Government. This is not negotiable.

If the Governments of Zahumlje and Byzantian agree to entrust us with the decision on their contributions as well, we will be honored. If not, we are ready to discuss a practical procedure.

We would like to remind all NGOs and other civil society organizations that the Fund is open and we expect proposal. The application should be short (two or three paragraph on average) and clear (stating the object of the project, why is needed and what amount is requested) and should be posted on this thread.

This proposal is against the ideology of National Sovereignty. There exist too many bloated, bureaucratic Socialist non-government organisations that perform and attempt to enforce Poststructuralist ideas on nations and whose aim is to extend its own power and ideas.

I encourage other nations not to support this organisation, firstly because it infringes and affects A national Rule and the organisation will essentially be a toothless tiger. Secondly, because your funding will most likely be spent on construction of offices, paying of wages and advertising.

Salaam.

The cause for Srebnyian Self-Autonomy is nothing new. However, our voice is rarely heard in the Mostarvian, and indeed the regional, media.

Recently, the actions of The so called Srebnyia Islamic Guard have understandly cast a shadow on the cause of Srebnyia self-autonomy from Mostarvian rule.

We must add that we deplore and condemn the actions of this organisation, but not the cause.

Peacefully, our committee strives for self autonomy, and a peaceful co-existence with the peoples of Mostarvia and other Balkan nations.

The military actions by Mostarvia in the Srebnyia region, whilst understandable, is harming this chance of co-existence and peace in Srebnyia.

We hereby call for a meeting with Mostarvian President Lodovic to discuss Srebnyia self autonomy and the withdrawl of Mostarvian troops in a peaceful manner.

We are also greatly concerned by the presence of Edessian troops on Srebnyian soil. This is uneccesary, uncalled for, and seems to be a game of advantage by the Edessians. We call for them to withdraw.

As we peacefully strive for freedom, The Committee for Srebnyia Self-Autonomy requests aid.

- institutional support: renting and equiping offices, Internet and phone acces, wages for administrative staff: 100.000 euro

- advocacy campaignes for self autonomy: 200.000 euro

- organizing a referendum to determine the will of the population: 100.000 euro

- organizing meetings between citizens and authorities: 150.000 euro

- preparing a draft law for autonomy: 50.000 euro

Excellencies: Seeking automomy by democratic means, the ballot box and negotiation is a very different matter from seeking independance. Her Majesty's Government is not against a democratic process in this matter. It is probably not understood by outsiders to Zahumlje, but the most heavily Muslim regions of Zahumlje, Vrhbosna and Istocna Sandzak have Autonomous Self Management government, essentially the central government handles foreign policy, defence and border crossing/customs issues, but the local affairs have always been run by the local people, The same situation obtains in areas where the predominant ethnicities are Zahumljani-Hrvatski, and Zahumljani Serbian. Admittedly the Zahumljani Serbian autonomous area, Raska is now part of Srpska Kosovo to which this land was ceded, so there is effectively no Serbian presence sufficient to any longer have a Serbian Autonomous Self Management Area. This is what was meant earlier when Her Majesty's Government suggested allowing Zahumljani experts in this sort of negotiation to help.
Previously you had only violent insurgents to deal with and quite properly the response was violent. The same would have happened in Zahumlje in the same circumstances.
But as they say, 'That was then, this is now'.
There is a non-violent entity present for negotiation. This is a good thing. This is how this sort of problem is solved.

The financial aid was granted and it will be maintained. The Freedom Fund is for designed to help people which are seekeing freedom. It is the right of people of Srebnyia to decide what kind of freedom they desire. This is why we have included in our support funds to organize a referendum. We recommend to the Government of Mostravia to work with the local authorities in organizing the referendum and find out what is the will of the people. We trust other nations that they will send independent observers to ensure that the free will of the people will be reflected in the results of the consultation.

If necessary, furhter funds will be made available for organizing the referendum and for international observers' expenses.

The 600.000 Euros your fund donated to these terrorists will be put forward to a find to aid the people of the Srebnyia region, who have been injured, made homeless, the displaced or have been orphaned.

The terrorists you attempted to sponsor, who would use that money against Mostarvian civillians and soldiers, will not see a single Euro.


Nonetheless, you should all be ashamed of yourselves.

Following a recent request received from The Committee for Srebnyia Self-Autonomy, Freedom Fund has decided to further support this peaceful movement.

The CSSA’s operations headquarters outside Mostarvia will receive 850.000 euros for institutional development. The money will help serve:

- 300.000 for education purposes. Up to 20 young Srebnyians will receive post-graduate education in law, social sciences and economics. They will be the future Srebnyian representatives in negotiations with the Mostarvian Government. The beneficiaries are free to chose any University in the Balkans

- 200.000 euros for administrative expenses. Considering the recent violent actions in Srebnyia we have agreed not to disclose the current locations of the CSSA headquarters outside Mostarvia

- 350.000 euros for advocacy. The CSSA will start a program aiming to advocate human rights in the Balkans

Freedom Fund to help Mostarvian refugees

Freedom Fund has opened today a special funding line amounting to 20 millions euro to help Mostarvian refugees. Following the Mostarvian government’s recent crimes against humanity (killing unarmed civilians) it is expected that many Srebnyians will try to escape in Annoystan, Zamuhlje and Hrvatska. The funding will be available for non-profit organizations and local authorities in these countries that will open and maintain shelters for refugees, as well as for those organizations that will provide food, water, closing, medical, educational and religious services.

Freedom Fund is welcoming the help of central authorities in the above mentioned countries whenever the local organizations do not have the required managerial skills.

Radio Free Mostarvia is on the air!

Freedom Fund has accepted the request of a group of Mostarvian journalists in exile and starting tomorrow a new radio will broadcast: Radio Free Mostarvia (RFM).

RFM will have programs in Mostarvian language and will present to the people of Mostarvia the real face of the dictatorship in their country.

At the moment RFM HQ is located in Tolomakia but we are looking for a new location in a country closer to Mostarvia. Any offers will be welcome.
