Following evidence of state sponsored victimisation and murder by the Perejaslawl government of ethnic groups within Perejaslawl, following the new law the government in Perejaslawl has passed, giving them power to detain and expell ethnic groups anf foreign nationals, following eyewitness reports that a Perejaslawl Army Helicopter attacked the headquarters of Perejaslawl's only independent news network, killing many, if not all of it's staff, following the dissapearance of two Tolomakian citizens in Perejaslawl, I, on behalf of the Mostarvian Government and Mostarvia's people has no choice but to call for a regional summit between nations to discuss what is a matter of urgency and imperitive concerning the situation within Perejaslawl's borders.
Mostarvia for one, will not stand by and watch idily as state genocide occurs.
I hereby urge other Balkans nations to take proactive steps in dealing with this situation in meeting for a summit in the Mostarvian capital, Mostar.

OFFICIAL STATEMENT BY THE LEGITIMATE GOVERNMENT OF THE DEMOCRATIC REPUBLIC OF PEREJASLAWL
Today, our nation was attacked cowardly, with a stab in the back, by hostile alien forces. While many of you might find it hard to believe, ex-monarch of now free Republic of Perejaslawl (see below) was one of the key figures in terrorists' hierarchy; now that he was arrested by our police forces with the help of militia, and is being interrogated, even more shocking facts are discovered. To prevent open rebellion against the only legitimate government, duly elected Great Veche of Perejaslawl, we had to resort to open use of military force against insurgents. However, our opponents, in their usual treacherous and wily manner, invented stories about attacks on civilian targets and high civilian casualties. We hereby refute those outright lies; according to official information, the only civilians which were harmed during the strikes were a few operators of PITV channel, which were slightly wounded when pilot of Mi-8 gunship, by mistake, fired an air-to ground missile at a group of marauding insurgents indending to storm the PITV building, but unfortunately missed its target, and hit the building by accident. All wounded were immediately taken to the hospital and promptly received medical care, and this case will be investigated by a military tribunal.
As the royal house of Perejaslawl is now openly participating in the insurgency, with knyazhich Veslav allegedly leading the terrorist forces, Great Veche was conveyed today on an emergency meeting, and ultimately decided to abolish monarchy, which proved to be not only inefficient and useless, but even troublesome for our country. From now on, our country shall be officially known as the Democratic Republic of Perejaslawl. Thus, all legitimate power now resides in the hands of people-elected parliament. However, due to open insurgent activities in certain regions of Perejaslawl, the elections scheduled for next year will be postponed until the terrorists are dealt with, and safety to ordinary people can be guaranteed. Meanwhile, the Republic is declared to be in a state of martial law, and curfew from 19:00 is instituted. We urge all loyal and law-obedient citizens of Perejaslawl to respect these regulations, as they are introduced for their own safety.

PRIVATE MESSAGE TO LEADERS OF ALL CONCERNED NATIONS
As I am well aware, all of you are concerned about current events in Perejaslawl. As a member of the royal family, heir to the throne, and now leader of people's movement to restore the legitimate rule in my country, I fully share your concerns. Indeed, the people who currently clame to be the "voice of the people" are criminals and mass-murderers, who will not hesitate to destroy anything and kill anyone who stands in their way. Before, they were doing their crimes under the mask of being legitimately elected government - and indeed, they were one. But recent events - bombing the PITV station, and especially their attempt to depose my father and establish Perejaslawl as a "Republic" have made the people of Perejaslawl lose all their remaining patience. I must go into some details here, and explain: our country is proclaimed a parliamentary monarchy in the first article of its constitution; thus, no change to form of government can be performed by any ruling body without amending the constitution. Amendmends to constitution require a nation-wide referendum to be held, and without it any attempts to tamper with the constitution are outright illegal. The right of people to have a final say in important matters via referendum was never violated in all 900 years of Perejaslawl's history, GNGD are the first one to do it. This has raised large parts of population against them. Since I am the heir to the throne, most opponents to current regime have flocked under my banner. We already control Luibech and a few smaller cities, and plan to expand our presence further. Unfortunately, the Army is split - while some divisions refuse to fight, and some - like the one in Luibech - openly joining the people in uprising against the usurpers, there are quite a few who, unfortunately, still obey the orders of GNGD officers. This means that we will have to fight for our freedom, and buy it with our blood; but even so, we are ready.
I also have a request to you. GNGD propaganda has labelled us "alien-backed terrorists", and they have already fabricated and started to publicize materials describing how Gurich paramilitaries and military instructors allegedly provide arms and training to the "insurgents". While these blatant lies fool noone these days, it might change if other countries intervene and their armed troops cross the border - I am afraid than GNGD will be able to turn people's anger against "invaders", and our cause will be lost. Thus, I ask you to not intervene in this war; it might save a few lives in short term, but may very well become a disaster later on. Please refrain from doing that. However, we would welcome help in terms of any information your intelligence services are willing to share with us, especially about GNGD actions in the capital - our spies in Perejaslawl city are few, and none of them are in important positions.

The Tolomakian Air Forces are ready for a pre-emptive strike against rebel forces at any time. However, no military action will be taken unless the legitimate leader, knyazhich Veslav of Perejaslawl, will require it explicitly.
Financial support amounting to 100 million tolomaks (approx. 200 million US dollars) is available for the legitimate government and will be dispatched upon request.
The search for the two Tolomakian citizens disappeared in Perejaslawl has ceased, as the SIUP (Special Intelligence Unit for Perejaslawl) has found clear evidence of their violent murder, most probably in the hands of the terrorists. The Prime-Minister has assured the families and friends of the Victor Enescu and Carmen Ursu that their murder will not remain unpunished.
The Prime-Minister has announced that it is impossible for him to leave the country in time of potential war but Mr. Adrian Mihnea, Foreign Affaires Ministry, will depart for Mostar to attend the summit.

Your majesty King of Slavpo, at this moment of time, Mostarvia no longer recognises Perejaslawl's government as viable, therefore, we call the nature of their sovereign entity into question, therefore, military intervention could be justified, however, this is not our sole choice in terms of deciding a united stance on the matter.
I on behalf of my country send condolences and express sorrow at the loss of Tolomakian citizens in Perejaslawl, who appear to have been callouslly murdered. I welcome Tolomakia's stance, our Air Force too, is on standby for pre-emptive action.
Like you, we will only take military action should the genuine governors of Perejaslawl wish it. However, should the situation get out of hand on a extreme level, we will have no choice but to intervene militarily.

Thracia is not going to recognize the new regime in Perejaslawl either.
However, there have been too many civil wars/regime-changes in our region and there is a fatigue in Thracia on the involvement in this type of conflicts.
Thracia, therefore, is not going to participate in any initiative to overthrow the regime in Perejaslawl. We are simply cutting off all ties with that country until normalcy is restored.

Finally, we would like to warn the new regime in Perejaslawl that any military attack at any other nation-state in The Balkans will be punished by expulsion from the region. In other words, if the conflict in that country becomes an inter-national war, Thracia WILL intervene with all its powers as founder of the region.

The people in Gurich are most concerned by the civil war in Perejaslawl, therefore the government must act. We have decided to indeed participate in this regional summit with the understanding that Gurich will not be able to take part in any action regarding Perejaslawl other than minor peacekeeping. Our military is still undergoing major reforms and any major military involvement anywhere would serve to halt progress (We can't be changing the structure of the military while it's in the field now can we?). So we can only send small peacekeeping forces under a foreign command. This is all of course in the event that such force is needed.
We in Gurich are thoroughly opposed to any sort of ehtnic 'cleansing', we have seen far too much of it in our own recent past. We currently support the monarchy of Perejaslawl, which we can see is clearly the victim of democratic bullying, democracy is a beautiful thing, but in this case it has gone wrong. When even the best government goes wild, it must be put down. Such is the case here.
We would also like to note that the problems in Perejaslawl are particularly worrisome to us in Gurich due to our proximity to Perejaslawl. It is always dangerous to live next door to a wolf.

The Mostarvian President Lodovic welcomed the dignitaries and representatives of the various countries that had agreed to the summit as they departed from their planes onto the ground of the airport at Mostar, the capital of Mostarvia.
After a 15 minute journey by limosine for each representative and dignitary on that cold and drizzly day, they all arrive at Mostarvia House One, the Presidential residence of Mostarvia's president.
A hearty meal was enjoyed by all in the dining room, but all faces were tense with anxiety at the situation at hand.
President Lodovic opened the discussion after they had all gathered in the Situation Room, all were seated on sofas and leather chairs, a warm fire crackled nearby, roasting the logs.
"I will say again how glad I and my nation are that you and your nations have acknowledged the seriousness of the situation at hand. like I and my nation have."
The President paused, looking round at those gathered.
"We may expect more leaders or their representatives to arrive, but for the moment, I shall continue on, as a matter of urgency. I think we all know, and have an understanding of the situation at hand, that of Perejaslawl. I feel it is right we show a United stand on the matter. At present, Mostarvia's stand on the matter is that it will refrain from military action for the time being, but should the civil war there get larger and drag on longer, we will intervene. If these people I see as terrorists win control of Perejaslawl, we will intervene. Our latest intel suggests the senior monarch there may have been kidnapped, possible killed. We know of the ethnic cleansing taking place. What are your present stance on the matter at hand, and what united stance should we take?"

Visibly tired after two busy days and his travel, Andrei Mihnea, Foreign Affaire Ministry of Tolomakia, opens the microphone on his desk and starts talking.
First of all, I would like to express, in the name of my nation, our appreciation for the quick reaction of all other nations represented here in time of crises. I would also like to add a special thank you to our host, the Honorable Mostarvian President Lodovic, for offering us all the opportunity of this meeting.
These being said, I will refer directly to the main topic of discussion, the situation in the Principality of Perejaslawl. Tolomakia not recognize the government of GNCD as legitimate in Perejaslawl. The GNCD leaders are unscrupulous terrorist and murders and they are a danger for the entire region.
We are ready to offer all support to the legitimate government, now represented by knyazhich Veslav of Perejaslawl. However, we will refrain from interfering unless knyazhich Veslav is requesting it or a significant change happens. So far, by significant change we have in mind two possible evolution:
1) knyazhich Veslav’s capture or the annihilation of his forces
2) any kind of proof that knyazhich Veslav is held prisoner and his requests are dictated by terrorists (our Intelligence Unit is studying this possibility)
Regarding the terrorist leaders, it is our objective to see them judged for their crimes, the murder of two Tolomakian citizens and other innocent civilians. We would like to see them prosecuted before a Tolomakian Judge but, if other nations are against it, we are ready to accept the jurisdiction of BICJ in this case (even if Tolomakia hasn’t signed the BICJ treaty).
In the case of the actual persons who murdered our citizens, we are still investigating in order to identify them without any doubt. Once identified, we are ready to send in a specialized commando to capture them and bring them to justice.
That’s all I have to say for the moment, please don’t hesitate to ask questions if I can be of any assistance to you.

Mostarvian President Lodovic watched as Andrei Mihnea, Foreign Ministry of Tolomakia finished his opening statement, and nodded in agreement and respect at the Tolomakia representative before leaning into his microphone.
"I agree with your position. We too, are supporting knyazhich Veslav and his requests, but as you very rightly pointed out, he could be captured and used as a mouthpiece for the terrorists, or he and his forces annhilated, in which case, military action must be at least be unavoidable by my nation to prevent a humanitarian disaster."
President Lodovic paused, and took a sip of water from a glass to his right.
"My nation's position is like yours, in that we do not recognise the faction that has taken control of Perejaslawl and declared itself a government as a government, their crimes against humanity and freedom have put paid to that. I can not go into great detail, but I will say we have 'people' on the ground who are ready to 'resolve' certain difficulties when it comes to personel should the need arise. More openly, I can declare that our Air Force is on standby to deploy and carry out precision strikes."
"Andrei Mihnea, Foreign Ministry of Tolomakia, I and my government and nation fully understands your nation's view on the matter of bringing the murderers of the Tolomakian citizens to justice and also the terrorist faction to justice, however, I feel it has to be said, that Perejaslawlian citizens would most likely wish to see them brought to justice in their country as a matter of their own national justice againt the traitors who have betrayed their country and trust, be obviously, this matter, like the whole situation at hand, can be discussed further. I thankyou for your kind compliments, and we return them to you in kind, and I and my people are glad you decided to be here for this summit today to discuss such a serious situation for our region."
President Lodovic nodded at the Tolomakian representative with an understanding soft smile and looked round at the others gathered.
"Now, what are your positions on the matter, respectful leaders and representaives?"

Remarks of the Honorable Darko Lalovic, Deputy Prime Minister of the Republic of Srpska Kosovo:
"First of all, I must apologize for my late arrival to these proceedings. Preparations for the upcoming elections in Srpska Kosovo are continuing and the President and Prime Minister send their regards. As Deputy Prime Minister, I am fully authorized to act on behalf of Srpska Kosovo.
Regarding the matter at hand, Srpska Kosovo agrees that the actions of the GNGD are in violation of the laws of Perejaslawl. We are not, however, prepared to label the GNGD as terrorists at this time. The situation is too uncertain and both sides in this disagreement seem more than willing to spread disinformation and propoganda. We do call upon the GNGD to abide by Perejaslawl laws and to act immediately to protect the lives, rights, and property of all residents of Perejaslawl.
We also pledge our assistance and support for knyazhich Veslav of Perejaslawl, as long as he and his royalist supporters limit themselves to non-violent activities. We offer full political asylum for all residents of Perejaslawl regardless of nationality, ethnicity, or political affiliation. Refugees will be welcomed and protected until Perejaslawl is peaceful and stable again.
Finally, we offer a word of warning to all nations of the Balkans. Any nation interfering with the sovereign rights of another nation will be fully prosecuted according to regional law in the Balkans International Court of Justice. Upon notification that any nation has conducted military operations of any kind (including assassinations and covert operations) within Perejaslawl, legal counsel from Srpska Kosovo will immediately file suit in the BICJ. Military intervention will only result in the increased loss of life and property. Srpska Kosovo believes that a peaceful resolution is still possible and that it is the obligation of all Balkan nations to work together towards that goal.
I would like to thank President Lodovic and the people of Mostarvia for holding this summit and the representatives of Tolomakia, Gurich, Thracia, the Bulgarite, and Zahumlje for their work here thus far."

Excellencies: Her Majesty's Government has really had enough of the 'New Governement in Region= Stupid Idiotic Civil War Syndrome" This has happened in something like three recent new governements.
That said, relief efforts will not proceed inside of Pereslawlj on Zahumlje's part, nor will there be any military intervention. Humanitarian aid will be acceptance of refugees to Zahumlje. They will require special provisions, as in Zahumlje there are no Pagans. The protection measures will include the rule that no missionaries of any religion will be allowed to pressure Peresljan refugees to convert to any religion, whether under threats of a bad after life or under inducements of help. All aid rendered will be solely on basis of objective need.
Zahumlje stands with Srpska Kosovo on the issue of military intervention and or arms sales. We are willing to help enforce an arms embargo should that be deemed necessary.

Maybe it is a good moment to remind all parties present that BICJ has a limitted range of actions, only countries that have signed the treaty are to under its jurisdiction. We do not want to re-open here the discussion regarding the lack in separation of powers within BICJ but Tolomakia did not signed that treaty.
We do not like to be threatened and we do not like to be attacked. And when I say "we" I refer to any Tolomakian citizen. GNCD is obviously evil. As out Prime-Minister mentioned in his recent discourse, "they are trying to form an Axe of Evil with other terrorist faction in the region. It is our right to defend ourselfs and we will strike against any evil factions threatening our values and our way of life"
Of course, there may be no need for starting a war. In our view, a solution for the crises would be that both factions lay down weapons, the Mr. Veslav gets back in his position and organizes free and fair elections under regional supervision. We may even accept that GNCD participate in these elections but only in some circumstances.

"In response to the remarks by the Honorable Representative of Tolomakia, I would like to avert any fears that we are 'threatening' anyone. We share your deep concern for the well-being of your citizens and we condemn the recent attacks against them. At the same time, we believe that the GNGD does not neccessarily represent the will of the people of Perejaslawl. Attacking Perejaslawl will only punish an entire nation for the actions of a few deranged idealogues. Srpska Kosovo has no interest in this matter other than our desire for a peaceful solution."

Honorable leaders,
The Dukedom of Humska has been watching the situation in Pearljewel unfold for sometime. We as a nation prefer to let them solve their own issues however, the esscailation of hostilities there have convinced me to monitor the situation closer. Stability is key to us , if our neighbors cannot stabilize its own affairs then Humska will support foriegn intervention for the sake of containing a war to that area and not leading it spread. I agree with Mr. Lalovic of Srpsko Kosovo on this issue , we will not take sides until we see every spectrum of the conflict. I will support Zehumlje in sending humanitarian aid to Pearljewel . We as neighbors should support the people of Pearljewel . I strongly recommend that Pearljewels people be free to vote if they would rather have a Monarchy or Republic , I also recommend we send international monitors to Pearljewel to ensure a fair election.

Excellencies: Her Majesty's Government agrees with the Governement of Humska that elections should be held, but there are serious concerns whether any observers to an election in fact would be safe. After all Tolomakian businessmen are not exactly a bunch of wussies,Tolomakian business men know how to handle themselves in difficult situations, and still two were kidnapped and murdered. Does anyone really think election monators would be safe under such circumstances?
We have to be realistic about this situation.
Her Majesty's Government is recomending a cordon around Perislawl to prevent arms smuggleing, and to prevent incursions into that country by foreign mercenaries or any other foreign interference. A strict border regimine should be in place to ensure that the only things going in are food, and medical supplies, and clothing. NOTHING ESLE, and the only thing comeing out should be unarmed, civilian refugees. There should be refugee camps set up with food, clothing, medical supplies at the normal border crossing areas. Refugees can then be allowed out, helped and if necessary sent on to third nations willing to offer assylum. Her Majesty's Government is very willing to offer assylum to anyone who feels they need it. We are not prepared to militarily intervene on either side. The governement there is simply too new for anyone to have a truely informed opinion on any party to this civil war.
Imam Hodza Nasrudin sat down. He too looks visibly tired, He says 'izvini I did not eat' and begins picking at a plate next to him as he arrived too late for the breakfast. The Mostarvian cooks made a good halal meal for him and he's very hungry.

A tired, exhausted man enters the hall. After a brief conversation with the chairman, he walks to the microphone.
"Honorable leaders,
Allow me to introduce myself. I am Ratsha Stozharov, official representative and liaison of knyazhich Veslav of Perejaslawl. Unfortunately, due to intense fighting which broke out recently, knyazhich is unable to attend this summit personally. However, he asked me to express his personal gratitude to all leaders who supported him in this hard hour.
I have an important announcement to make. Yesterday, at 18:10, part of Perejaslawl Air Force loyal to GNGD Republican government, began carpet-bombing the city of Luibech. Several waves of Su-24 and Su-25 bomber aircraft dropped a large (exact numbers are unknown as of yet) number of fragmentation and incendiary bombs on the city. Due to heavy use of incendiaries by enemy forces, the whole city was on fire not long afterwards, while the bombing continued for four more hours. We do not have any definite information about civilian casualties, but the city had a population of 150,000 before the bombing, and that not even counting the refugees from the areas controlled by GNGD. The bombing came as a surprise, and few managed to leave the city in time; most civilians were trapped in the firestorm. We estimate about 10,000 dead, and three times as many seriously wounded, with about 30% of the city buildings destroyed.
This event had made knyazhich to reconsider some of his policies concerning foreign intervention. He still believes that his ground force is more than capable of dealing with GNGD, and eventually bringing their leadership to justice. However, as the enemy controls the only Air Force base near Perejaslawl, and has demonstrated the willingness to use it to carry out attacks against civilians, knyazhich asks the governments of Tolomakia and Mostarvia to intervene and establish a "no-flight" zone in the air space of Perejaslawl, by shooting down any military aircraft with PAF markings attempting to take off. While the reluctance of other nations to intervene in an internal conflict is understandable, I pass this request to you in hope that you will help our people in need, as only your actions now can prevent further war crimes such as mass-murder of civilians that happened yesterday, and save lots innocent lives.

"This is a most atrocious and horrifying development-"
He stopped himself. He looked at Ratsha Stozharov, official representative and liaison of knyazhich Veslav of Perejaslawl.
"-I must welcome you here and thankyou for joining the summit despite the difficulties....I will inform you now that a background check is being carried out on you. Please do not take this personally, but in a situation as this, we must watch out for moles, but if you are who you say you are, you have nothing to worry about."
10,000 dead! The thought and statistic ran through his mind like a freight train.

President Lodovic cleared his thoughts.
"This is just outrageous, absolutely, and excuse my language, f***** sickening! Abhorrent! REPULSIVE!!!! IT WILL NOT STAND!!!!!"
President Lodovic shouted, bringing his right fist down hard on the table surface, making everyone jump.
He looked round, his face a sad picture.
"I-I'm sorry. But this. This is a genocide we see before us. 10,000 dead from what our friend here says....how can this happen in this day and age.....quite easily....hatred.....the urge to kill..."
He paused, taking a breath before continuing.
"I am in two minds about this....of course intervention is now needed, that is without doubt.....I just wonder whether a no fly zone would be enough. I shall say now that my nation will send Jet fighter bombers to patrol the skies of Perejaslawl, and will shoot out of the sky any military aircraft with PAF markings.
But I will add now that the Mostarvian Air Force deployed there will return fire on any location on the ground that is seen as a threat. I also say now that I think it wise that the Mostarvian Air Force be allowed to carry out precision targeted air strikes on enemy targets on the ground. Of course there are the complications of obtaining air flight permission through the air spaces of bordering countries...Andrei Mihnea, Foreign Affaire Ministry of Tolomakia, would the nation of Tolomakia agree with me on this course of action?"
"Imam Hodza Nasrudin, I and my nation fully respect your nation's stance, but we feel that your suggestion of border control could lead to sanctions, which in itself does not impede those in power, but the everyday citizen."
Mostarvian President Lodovic turned to Deputy Prime Minister Lalovic of Srpska Kosovo, with a stern look on his face.
"Let it be known now that Mostarvia, it's government and it's people have not signed up to the BICJ. Let it also be known that if it is thought that Mostarvia and other nations that ally with us in military action are reported for averting a humanitarian disaster on a scale of which the world has never seen, then I, personally, in particular, will find that nothing short of offensive in the strongest.....terms.....possible."
"Does this BICJ attempt to punish those who carry out genocide, or just those who try to stop Genocide?"

After a brief conversation on his mobile phone, Andrei Mihnea returns at his place and makes a brief statement
As promised, we will provide militarry assistance against the terrorists. Two carriers and several escort ships are waiting orders in the Black Sea, at the limits of Conti's and Slavpo's territorial water and the pilots and fighters of the militarry base in North-East Tolomakia are ready to fly. We have sent tellegrams to Consti, Slavpo, Free Transilvania, Gurich and Queen of Everlasting Snow asking for permission to use their air spaces. We will wait for 24 hours for their answers and we will choose the best alternative.
If we can't find a suitable agreement most probably the airspace of Consti will be used at very high altitude, hoping that tey will not open fire against us.

Mostarvian President Lodovic nods his head and then beckons to a man in a high ranking Mostarvian miltary uniform, before whispering in his ear. The military man nods his head, murmuring "Yes, Mr President." before leaving the room via the exit, closing the doors behind him.
President Lodovic turned back to his guests, looking at Andrei Mihnea.
"I and my country of Mostarvia thankyou or your position, and applaud it. I am at the moment seeking permission to use H V R A T S K A, Mount Ranier, and Gurich air space as a corridoor for the Mostarvian Air Force to reach their objective. Comminiques have been sent to them."
President Lodovic looked round at his guests as he talked.
"The Air Deployment will consist of Jet Fighter bombers, Stealth fighter bombers, Warthog 'Tankbusters' and refuelling Aircraft to support the range of the aircraft involved in the mission. The Supreme Mostarvian Navy will not take part at this stage, as the complicated boundaries of terriotorial waters would only complicate things further at this stage."
President Lodovic turned back to Andrei Mihnea.
"Obviously our forces will have to devise a way of recognising one another to avoid mistaking each other for enemy aircraft."
President Lodovic leant back, and turned off his microphone, waiting for the response from the guests.

While I understand the shock and outrage of the audience, I would still ask the honorable leaders to refrain from hurried decisions. Specifically, in relation to possible precision strikes against ground forces: most "People's Militia" regiments are currently in the capital, and their movements there are hard to track. Air strike against them will inevitably lead to even more civilian casualties. Perejaslawlian Army is currently divided, and many soldiers leave their stations and even join the Royalist forces when they are sent into combat, or even before that; bombing today the people who would tomorrow help us fight against the common enemy is probably not the wisest idea. Air Force base near Perejaslawl is completely occupied by "People's Militia" forces, but air strikes against it would be highly detrimental to future Perejaslawlian air defence capability - don't forget that, even once this war ends, there will be a restoration period, and it's better to avoid aggravating its future problems; besides, a no-flight zone would be enough to keep the enemy planes on the ground. For these reasons, I ask you to refrain from air strikes or missile launches against ground targets, unless attacked first, at least for now. My hope is, as you will see the progress of Royalist forces, you will agree that those extreme measures weren't really needed.

We are not planning to launch ground attacks yet. We are going to use stealth supersonic fighters (designed to combine stealth and supersonic high manoeuvrability) equiped with a high-powered particle beam weapon, two different missile systems and advanced targeting and tracking system. The fighters will intercept and destroy any hostile aircraft. Once the air space will be secure we will coordinate the battle plans with you.

President Lodovic gives a respectful nod to Andrei Minhea.
"We, along with the Tolomakian Air Force expect to have the skies fully secure within a short time. Any attempt by enemy aircraft to try to make headway in the sky will be nothing short of suicidal on their part."
"This is not to say that this issue is resolved by any means, we must not relax one way or the other, and I suggest we continue this discussion by all means."
President Lodovic turned off his microphone to allow others to speak or voice concern.

"The actions of the GNGD are indefensible. Srpska Kosovo fully supports the immediate implementation of a no-fly zone over Perejaslawl. At the same time, we do not support offensive operations against the GNGD at this time. We call upon both sides of this conflict to immediately cease all military operations and begin negotiations. If the GNGD fails to respond to this summit, we can only infer that they have no interest in diplomatic solutions.
Srpska Kosovo also supports the formation of an International War Crimes Tribunal. Those responsible for the unlawful killing of non-combatants must be brought to justice."

'Izvini' he says to the assembly, he finds the annoying little device, 'Molim' he says and then takes the phone out to the balcony along with his desert. A hurried conversation 'Da gospadja, ne gospadja, Da, ne da ne, ne cu, ne brinis nista' ensues. The device rings again different ring tone a popular song by famed Zahumljani dethmetalists 'Masakr' 'Lets just kill them all and take their stuff' This conversation is shorter and finally Imam Hodza Nasrudin says 'volim te puno mas salaam' He smiles briefly and returns to the room.
Well Her Majesty thinks even airstrikes are a mistake, they really will kill a lot of civilians. She favors a no fly zone, and I think that is a good idea. ZRAF is willing to send in some aircraft to help enforce it. We can offer some nice souped up Yaks to this little operation.
Her Majesty is really upset about the attrocities. Dom Narodni and Dom Nobilis are convened in a special advisoroy session at this time.
We still wish new governments in this region would be told firmly ahead of time that they must have a government sufficiently stable that there is not immediately a dumb civil war. It's too late for the Pereslawlj Situation but for the future...

The high ranking Mostarvian Miltary official from earlier comes back into the room and hands President Lodovic a A4 piece of paper.
President Lodovic reads it, and he grits his teeth as the Mostarvian Military official continues to whisper in his ear, before stopping and moving into the shadows of the room.
"Well. Apparently Mount Ranier has refused Mostarvia's request for permission to use Mount Ranier's air space. I will read it out to you."
"Respectfully Mount Rainier must decline the use of its air space. We do not like to be in the middle of wars of any sort unless it is desparatly needed and sence you are no where near our region we dont see much of a point in letting you any way.

"Apparently, when Mostarvian officials tried to reply to this telegram we recieved in reply to our request, the telegram bounced back, because Mount Ranier refuses to accept any more telegrams from us. I personally can not understand this course of action on Mount Ranier's behalf, as the telegram was very polite.
"I can only assume they are in denial and have no grasp on the situation at hand, As it is...... it has made the involvement of our air force in imposing this no fly zone rather difficult. "
President Lodovic sighed.
"I am unsure what to do...."
He put his head in his hands.
"I have a good mind to use their air space anyway....would it be so wrong....to do that....in order to save Perejaslawl from a massacre?" the President mumbled audibly.

We have a back-up plan for using Consti's air space. Our intelligence reports are showing that this nation does not poses tracking systems able to detect our fighters flying at very high altitude but we decided to wait until the end of this day for an answer.

I would like to remind that we don't have much time. The target of the first air strike was the Royalist army C&C, and knyazhich Veslav in particular. While our forces suffered some moderate losses in attack, most got away safely, including knyazhich. The enemy doesn't know this yet, but it won't take them long to find out, and we can expect them to deal another similar strike then.

Andrei Mihnea returns in the meeting room in hurry...
I have just spoken on the phone with the Prime-Minister. We still don't have any response from the other nations but the operations in Perejaslawl have begun.
Our satellite surveillance system has detected movements on the airport in Perejaslawl City and soon it was clear that a flotile of bombers is to land. Immediately our fighters left the Nicodim carrier, flied over Consti at very high altitude (from the border with Tolomakia to the borer with Perejaslawl) and hit the SU-25 terrorist bombers by surprise, while they were heading towards Liubech. They were totally unprepared and all eight bombers have been taken down. The enemy tried to react by sending a squadron of ten SU-37 fighters; however, the X22 fighters from our second carrier, Cantemir, were already entering Perejaslawl’s air space outside the radar detection range. The fight was disproportionate, as our long range missile and tracking systems were definitively outclassing SU-37’s capabilities and more than half of the enemy planes have been destroyed or damaged, and the others were running away.
As a pre-emptive measure, the third squadron of X22, from the ground base of Constanta, attacked the rest of SU-37 on soil and seriously damaged them. Unfortunately, some of computer guided missiles seem to have hit some buildings on the airport and have done some damage. The Tour seems to be in bad shape. We are sorry about that and we will provide the necessary funding to re-construct the airport one the conflict is over.
(OOC: ok, maybe I have exaggerated a little bit with the X22, plane of the future, but let’s remember that Tolomakia is in the first 300 nations in Information Technology and among the first 500 in all industries that have a UN report, we might as well afford expensive weaponry. I’ll let Perejaslawl decide if the rebel’s damages were indeed so high)

I have decided that even though we have no permission, the Mostarvian Air Force will fly through a couple of countries air space's as a corridoor to enfore the no fly zone over Perejaslawl with Tolomakia, as originally planned.
If these nations don't like it, than tough. I have no time to wait around while a nation slaughters itself, and besides, the Mostarvian Air force will fly at a high altitude."
The Mostarvian President speaks to the high ranking Mostarvian Military official, who then leaves the room after saying "Yes, Mr President."
"And so it shall be done. The pilots of Tolomakia and Mostarvia and other nations who take up this humanitarian cause are gallant and brave, and just in trying to stop a genocide. Let anyone who tries to stop us be condemned forever."

I applaud your decision, and thank you for your invaluable help. Let us hope that this war will cause as little human suffering as possible. Now, if you excuse me, I have to return to knyazhich and report to him in person. Now that our airspace is secure, our forces plan a large-scale ground offensive to liberate territories adjacent to our border, allowing those refugees willing to return to their homes to do that safely.

The meeting ends with large meals to suit everybody's needs being handed out, and drinks are served. Afterwards, the summit breaks up, and everybody starts to leave, just as they begin to depart, Mostarvian President Lodovic hears that Gurich has granted the use of it's air space and air strips.
A noise of approval arises from some of those gathered, before the people leave the room, leaving it empty, but a testament to the summit that took place.

The ruler of Mount Rainier would like to formaly state that of there is need of emergency landings that Mostarvia may in fact use our milliary runways if needed but till take no other part in this war other than that refugees wishing to aviod war may take refuge here till the fighting is over. we apologise for not making this wish known earlier but we were unable to do so untill now. The Ruler would also like to say that she will cut off contacts with Perejaslaw till all this is over for safety reasons.
