Excellencies: Her Majesty's government has announced a financial contribution to aid in New Garneria and Automan. Since Automan has some cultural ties to Zahumlje, members of the reserves for the Janissary Regiment are headed for Automan. Actually some were slated from the regular regiment and then Me Julie left the region leaving a gapeing power vacuum in former Neo-Israel.
For New Garneria the peacekeepers are Domobrana, a mixed bunch but decently trained. We've sent interpreters along who speak the local language. Since New Garneria is large and has good infrastructure, I do't see too many potential problems. Some young people from ZYSL are along to help.
I'm still in former Neo-Israel. Must tell you the King David isn't what my grandmother says it once was. Impossible to get decent cevapi here although the coffee's ok and the oranges are GLORIOUS. I know it's terrible to mention such trivia at such a time but these things get important in such circumstances. I had to go out and give Soviet Colonies a little troop topic on sand flies, and on mosquitoes. They are in the coastal area for the most part and there are wicked awful mosquitoes there.
The Soviet Colonies marines are doing an excellent job, and working in good co:operation with the Janissaries and the Sabra. Everyone is getting along pretty good.

The fallen of New Garneria is a very sad moment. New Garneria has always been a supportive neighbor and a reliable ally.

With maximum caution and discretion, the relief forces of Tolomakia have entered today in the former New Garneria territories. The situation there is tensioned but for the moment stable. In the first hours after the government fallen in several major cities have been signaled riots. However, it seems to be the work of separated anarchist groups or criminal elements and not a concerned plan to take over the power. Being the circumstances, the Tolomakian Governemnt has authorized the sending of 5,000 police forces in New Garneria to protect the civilians. Our policemen are closely working with the local councils.

It is troubling us that some of the local mob leaders in the Eastern region (the Black Sea coast) have joined forces and are trying to build up a paramilitary force that would bring them control of the area. Many citizens are leaving their homes in fear and Tolmakia is witnessing a large number of refugees. Five Tolomakian war ships have taken position in the Garnerian waters, mostly to collect boats of refugees leaving the shores. The Marines corps is ready to disembark in any moment and cease the criminal activities of the local gangs but no military action will be taken without a clear mandate from the Balkan Agency of Housing and Human Betterment.

So far, the infrastructure of New Garneria holds on and most of the productive activities continue. In some cities a shortage of food and medicine has been noticed and help has been sent immediately. The energy system of New Garneria has been connected with the Tolomakian one and the Tolomakian engineers are working with the local ones. This should assure the basic services in the vast majorities of cities.

On political level, the Tolomakian analysts facilitators are starting to build a bottom-up democratic political system able to control the power until a new government will take over. The citizens in all cities are urged to take action and assist the Local Political Units (LPUs). Once the LPUs will be formed, they will send representatives at regional level to coordinate their actions.

News from New Garneria

Two days after the government collapsed, the former territory of New Garneria is a land full of incertitude. On one hand, the LPUs, economically and logistically supported by the Tolomakian networks, are struggling to get control over each community. On the other hand, the organized crime is not wasting any time in arming paramilitary forces and imposing an authoritarian domination over some of the Eastern areas.

While in the most parts the political situation remains stable, it is clear that the population will depend on the international help at least for a while. Fortunately, most of the roads and railroads are in working conditions so there is continuous flow of food and medicine from Tolomakia to New Garneria.

New from New Garneria

Most strange things happen in New Garneria! Yesterday evening a secret services agent spotted a person named Igor giving chocolate and mango drinks to the some poor workers in the former capital! Asked about this Igor character, some respectable citizens said that he is a lunatic foreigner who is preaching about socialism but he suddenly changed his main topic of the discourse from work to chocolate. An elder citizen, former professor at a high school, explained that this changed may have occurred when he felt in love with a young artist. It looks like love is more powerful than ideology after all!

The intelligence efforts of our agents in the costal area have finally paid off: a bloody dispute between three of the former allied gangs erupted tonight. For several hours they used all kind of weapons to kill each other and there has been no winner. All three gangs are now weaker and since they are no longer allied is only a matter of time until the local police, with the help of 7000 professional policeman and anti-terrorist squads from Tolomakia, will take control of the area.

Life is getting slowly back to normal in New Garneria. Many citizens are returning to their jobs and the LPUs are starting to work as administrative units. More and more citizens are wondering about what is going to happen with the central government. There is a clear feeling that the Tolomakians, while helpful, will not be accepted forever. Before the resentments grow, t may be time to look in the political problem at national level.

The 2nd Domobrana will undertake peace-keeping duties and Zahumlje Disaster Relief Team is sending in food aid and comfort items.

News from New Garneria

The life is starting to get back on its normal tracks for the people in the former New Garneria. The bands that tried to seize the political power are now under the control and they turned back to their usual smuggling and other illegal activities. It will be the job of the future government to deal with them on that ground.

At the local level, the vast majorities of the communities have managed to organize themselves well, with the constant help of the Tolomakian activists and policeman. There are still many shortages in supply with different goods, mainly because the political organization at local level is rather autarchic and there is almost no direct trade between cities. Several Tolomakian companies are trying to make a business from the need for good exchange between various communities and some of them are pretty good at it. As usual, some narrow minded socialist activist, most of them members of the former nomenclature, are arguing that the business persons are just exploiting the people. Fortunately, the people now understand the hypocrisy of these allegations and they do not seem to fall for the socialist lies any more.

Speaking of socialist, it looks like the strange Igor character was one of them. This is not sure because, when interviewed about him, most people that met him said he was a “lunatic” or, in the best case, a poet. Only a few hard-line ideologists called him a “comrade from abroad”.

Tolomakia is continuing its relief mission in New Garneria. However, both Tolomakians and New Garnerians are anxiously waiting for a new government to take over the land. Many voices are heard that other nations in the region (including Tolomakia) are not making enough efforts to attract other nations in The Balkans.
