While this is not specific to uranium, it is a general guideline that should be followed for any mining and exploration of resources. For uranium you will have to use extra caution and protection to ensure the safety of the workers. This will come in investing in special suits and decontamination equipment, as well as extra training for the use of these tools. You should be permitted to develop and use P1 level centrifuges for enriching uranium for civil uses. P2 centrifuges are not allowed by the IAEA as they are used mainly for weapons and have no benefit to civil uses over P1 centrifuges.
As always, it is important to sign up and adhere to the IAEA guidelines. It is up to you however to decide wether your nation wishes to adopt the stricter Nuclear Non-Proliferation Treaty (NPT), but if your intent is for just energy uses and you have nothing to hide, then there is no reason to not adopt it. The IAEA safety information can be found here. Also check here and here.

Thank you, Farhad , for the very interesting information you provided, not just for the Soviet Colonies, but for the entire region.

The Nuclear Energy production (and therefore uranium mining) regime in this region has unfortunately remained atrophic. We failed to reach a consensus on either nuclear energy or the production of nuclear weapons. Therefore, some countries that consdered such weapons to be necessary for their security, decided first to produce them and then to maintain them.

Due to a breach of security on one of our drill sites, the Soviet Colonies have elected to decommission all Uranium mines. Thank you for all the information, we have taken measures to permantly seal the small mines.

Montfortslavia - March 13, 2004 07:58 AM (GMT)
We would like to present an offer:

Montfortslavia will provide The Soviet Colonies with surveillance and security efforts to guard the safety of the uranium mines if they are reopened, in exchange for a small amount of the extracted uranium.

Soviet_Colonies - March 16, 2004 01:20 AM (GMT)
The Soviet Colonies would like to negotiate the offer put forward by Montfortslavia.
