While
this is not specific to uranium, it is a general guideline that should be followed for any mining and exploration of resources. For uranium you will have to use extra caution and protection to ensure the safety of the workers. This will come in investing in special suits and decontamination equipment, as well as extra training for the use of these tools. You should be permitted to develop and use P1 level centrifuges for enriching uranium for civil uses. P2 centrifuges are not allowed by the IAEA as they are used mainly for weapons and have no benefit to civil uses over P1 centrifuges.
As always, it is important to sign up and adhere to the IAEA guidelines. It is up to you however to decide wether your nation wishes to adopt the stricter Nuclear Non-Proliferation Treaty (NPT), but if your intent is for just energy uses and you have nothing to hide, then there is no reason to not adopt it.
