As you well know, the New Commonwealth and Byzanthine (as well as some other nations) have been the targets of a systematic and calculated campaign of terror, murder, and intimidation. In the past, the peoples of both of our nations have weathered this adversity with courage and with hope. Now, we exend this proposal to the delegates of this summit.
As previously stated in our Chancellor's address to the assembly, the Commonwealth asks all nations for their support of a resolution that would unequivocally denounce terrorism and its use as a tool for political coercion. Furthermore, we beseech our neighbors for their support in helping us bring justice to these criminals.

Although the idea of a regional army or anything of the like was shunned, why not have a Peace Summit Military Police Force. Obviously the name is debateable, but what about the idea. The MP could have members from all participating nations, and would have small bases in all participating nations. It would both deter terrorist activity, and if needed, would put a stop to active terrorist cells.

Your idea is intriguing, Yugoslovenia. A small regional counter-terrorism force is good idea. It wouldn't be large enough to be a full standing army, but it would be large enough to be a viable preemption unit. We will take your suggestion into serious consideration.

With the recent suggestions, the New Commonwealth has begun to write a preliminary draft of the resolution. If any nation has any comments, feel free to leave it on the Forum. We plan to have it ready within the next couple of days.

This anti-terror group would be comprised of military and intelligence units from various Balkan nations. This organization would be under the leadership of a Joint Military Command Staff, that would be composed of commanders from a rotating body of countries.

Montfortslavia has a long history of anti-terror gropus which have aided several times to distress situations trough the region. The special Montfortslavian Special Anti-Terrorism Forces or MOSAT are in the best disposition of giving trainign aid for this innitiative.
Also, we beg differ from the statements of the Dominion Reborn as to the terrorist implications of the government of the New Commonwealth, given the fact that one of its leaders is currently being tried for crimes of such nature.

Our Justice (Hawk) has stated when asked that the trial will be a democratic one, not a show-trial. Therefor, the remarks of the Dominion Reborn are too-quickly-drawn.
Ancient Races will be happy to contribute to an anti-terrorist organisation, but has some trouble with the supra-national command.. will this work?

(OOC : I am guessing that this will be the equivalent to a closed-doors reunion. Therefore, is my believe that the dominion reborn cant participate on this topic. Actually, on the summit itself, unless some cases.I mean, if this is a summit between balkans nations leaders, invited for it, how is a rebel organization gonna participate?. not even the press knows about this things until we public declare them).
Byzanthine declares itself in favor of the creation of a regional army for mutualk defense. Regarding the control and leading : how about a UN (Real life) like structure )the principal group only, i dont recall the name) : the representant could be the minister of defense or equivalent of each participating country, and the president of the forum will be alternated between each member periodically.
In adition, althrough not directly related to the topic, i want to public announce that a special regiment will be created inside the Byzanthine Royal Armed Forces (BRAF), wich duty will be handle direct threads to Byzanthine. This regiment will act under my command, and its codename will be : Red Army. Eventually, if this proposed group takes place, the red army will represent the part of our army directly linked to the group, and, in case of action, will be the first part deployed.
In adition, we propose the creation of a Anti-Terrorist international group, capable of quickly act on any terrorist related situation in any country of the balkans regardless if they are members or not, political position, etc. (OOC : A Rainbow-look-alike...jeje.....)

Byzanthine's idea is a good one, with the rotation of the members.
OOC: By the way, it is called the Security Council. This was the group that consisted of the U.S., Britain, France, the U.S.S.R. - now Russia, and China. This was created from the allied leaders of WWII.

We support the creation of an Anti-Terrorist army. However, we would wonder what this group/army is to be called. The idea would sound something to us like, the 'Balkan Security Union' or something similar.
Note: this is not a sugestion for a name, just a question.
Also, how would soldiers in this army be paid. It cannot be the the UBD because not all are part of that alliance. It would be very, difficult to pay each nations own soldiers with their own currency as the army would probably not be seperated when not in use.
And one last question (we swear), where would this army be housed when not in operation?

The People's Republic of Annoyastan is not in favor of a regional security force.
We would not want our troops operating under foreign command. What of those hypothetical instances where the security force might be used in an instance where a participating nation would rather not intervene? For instance, in our own case, what if the Arpodiest revolutionaries of this summer had declared themselves the true oppressed government of Annoyastan, and what if some nations agreed with that, and others did not?
Annoyastan prefers to keep its troops under its own command. We would prefer to respond to instances of crisis as a nation, and on a case-by-case basis.

USSP : Well, about the payment and support of the soldiers, i believe that options are : a-) each country provides the support for their own troops.
b-) we create a common payment value, and each country will pay their part of expenses to the group itself. another mecanism will have to be created for this, inside the group itself.
about the housing or stationating : will not be better if instead of haviong the whole group stationated in one part we stationated on ¨points¨, for instance : a point A in the north and a point B in the south. This could make the arrival to action faster, since the domain will be splitted instead of just a big group somewhere around the whole region.

Some nations (i.e. Annoyastan and Borgidom) have raised issues of placing its soldiers under foreign command. While we are aware that the establishment of a multi-national force can foster some trepidation, we would like to assure these countries that their sovereignty would NOT be threatened with their participation.
As stated before, this anti-terror group would be commanded by a joint and multi-national leadership entity. It would be run by a Joint Command Staff, composed of members from all Balkan nations. Before any action would be undertaken, consultations with members of each representative government would be initiatied. In addition, this group would have a strict mandate, which would clearly giving it a clarity of purpose and preventing it from overstepping its jurisdiction.
We hope that we have clarified any misunderstandings and alleviated any concerns that some countries have.

While we recognize the noble motivations of such a regional force, the Annoyastani Government does not feel that the proposal improves upon the current state of affairs. The proposal creates a large bureauacracy and requires time-consuming consultations. We would prefer the simplicity of nation-specific peacekeeping forces.
The only advantage that we see in the new proposal is that we would avoid, in the future, such events as are now occuring in "Area 19". However we view the current controversy as an exceptional case and one that will hopefully be resolved shortly.
If it does become possible for peace-keeping nations to annex the territory they are supposedly "protecting", then we would be much more motivated to join in some multi-national force that would prevent this from happening.

Wait, wait. Annoyastan. Such hard positions will eventually create division either inside us or in the balkans in general. Also, that is a totally diferent subject, or at least i believe.
Anyway, i dont really sure how far are all members present here want to truly make something pout of this. I now i am. The Byzanthine Red Army is already structured and been organized. All details regarding it are still Only-State-Top-Secret.

We agree with Byzanthine. I believe that such hard line positions should not yet be taken, in light of the fact that the actual establishment of such an organization has yet to take place. Until the details about the logisitics and infrastructure become finalized, we urge all countries to keep an open mind.

Here is the preliminary draft for "The Balkans Protection Act":
1. The establishment of a 3,000 strong anti-terror preemption force through the Regional Security Initiative (RSI), comprising of members from throughout the Balkans.
2. This military force will have its central headquarters located in the New Commonwealth, from its capital city of Xandria. This organization will be overseen by a Joint Military Command Staff, composed of 5 commanders that will be drawn from a rotating board of member-states.
3. All Balkan nations can request to join this alliance, by contacting the New Commonwealth. However, members are expected to meet the financial and military responsibilites upon joining this pact.
4. Any attack on any nation of this pact will be construed as an attack upon all members of the coalition. All charter nations are expected to fufill its obligations in providing aid for its comrade in their time of need.
5. The RSI would have a strict mandate which would limit its operations to combatting terrorism and rogue nations within the Balkans. The RSI would NOT be used, under any circumstance, as a proxy in fighting a war against a sovereign nation of the Balkans or act as a regional supranational military force.
It is the New Commonwealth's hope that the RSI would be officially included in the Unified Balkan Alliance's charter provisions. Thus, the RSI would be a prerequisite to new Alliance members and be binding upon all existing member-states. We would like to get hear any thoughts or inputs that anyone has concerning our proposal. If you have a recommendation or a change, feel free to reply on this thread.

The RSI number should be slightly higher to include also air squadrons, naval support and at least one tank division.

The New Commonwealth would like to inform the region of our progress in our campaign against the Dominion. Although we cannot relate all of our details due to the classified nature, we can inform that we are making steady progress in undermining the Dominion's domestic and political agenda at home.
However, Praetor Taldor Valinus is a desperate man. With his increasing isolation from the world community, he has accelerated that nation's nuclear program. According to our most recent intelligence estimates, the Dominion now has in operation 3 light water reactors and are currently constructing 2 heavy water reactors that can produce weapons-grade plutonium.
We must act quickly, before the Dominion ups the ante further and escalates this new conflict to a dangerous new level.

The Commonwealth Directorate of Intelligence (CDI) has recently intercepted telegratms between the Dominion Reborn and the New Order. Both nations have nuclear weapons at their disposal and they have both expressed their intention to use them without the slightest hesitation.
This nuclear scenario has posed a grave new threat for the Balkans. Since no one in the Balkans actively maintains nuclear weapons, the principle of mutual deterrence will not stop them from using their weapons.
Consequently, we suggest in an immediate preemptive strike against the Commonality as soon as possible to destroy their ability to use these weapons.
