Byzanthine-Thracia Freer Borders Agreement
The The Transcitional Kingdom-Empire of Byzanthine and
The Free Trinational Republic Of Thracia,
* having realized that freer borders serve the interests of both countries, and
* in order to facilitate the daily life of the citizens of both countries, especially those living in Constantinople and eastern Thracia,
Have reached the following agreement:
A. For Byzanthine and Thracian citizens who cross the broder at least once a day, border-crossing shall be made easier and faster.
B. Citizens of both countries who cross the border at least once a day will be qualified for the "commuter" status.
C. The Byzanthine government shall issue "commuter cards" for Thracian commuters and the Thracian government shall issue "commuter cards" for Byzanthine commuters, who apply for such a card. The exact criteria based on which these cards would be issued shall be determined by each country separately. Security concerns will be one of these cirteria.
D. Both governments will collect fingertip samples from each applicant for a commuter card.
E. Commuter cards will include information about the identity, the profession, and the residence of the commuters. The cards will be readable by a special machine (to be designed by Byzantinople).
F. The same machine will also be able to identitfy the fingertips of each commuter.
G. There will be a special section in the border, designed to facilitate the crossing of commuters.
H. In this special section, commuters shall be able to cross the border only by sliding their cards and by pressing their thumbs on the fingerprint reader.
I. Applicants for a commuter card will be able, if they so wish, to register their automobiles/vehicles, and have information about their automobliles/vehicles included in their commuter cards.
J. Commuters with cards that include information about their vehicles shall be able to go through border controls without getting out of their vehicles.
K. Finally, there will be border officials who will oversee this special way of border crossing. These officials, however, will act with the understanding that, for commuters, border crossing should be quick, and with minimum interference.

Sure, why not. Assuming that all is already implanted, everybody is trained, and people is already receiving their cards, sure. The sooner, the better.

Ok, it may be more realistic to start the implementation next week.
The most important thing is the installation of machines. Training is easy; it would not take more than one day. And we only need to BEGIN issuing cards, on the day this agreements enters into effect.
