As you all know, 2 weeks ago, Dominion loyalists masterminded a "dirty bomb" attack against the Provisional Council headquarters, here in our capital city of Xandria. They used a truck loaded with conventional C-4 explosives, laced with the radioactive isotope, known as cesium-54. There were over 300 casualties reported, as hundreds were exposed to lethal levels of radiation. It soon spread throughout the country, and spread to other nations including Montfortslavia and EuroSoviets. Our Information Minister Liu Juntao died in the attack and our Chairwoman Delen Illianova is in critical condition and in a coma.
Upon capture of several Dominion agents and subsequent interrogation, they supplied confessions that Pasha Karnac, the chief Dominion weapons scientist, obtained the cesium-54 from Tolomakian agents. As you all well know, Tolomakia has a burgeoning nuclear weapons program. Although these reports are as yet unsubstatiated, we ask the BNEA to officially appoint an independent fact-finding mission to be sent to Tolomakia to investigate these allegations.
As of late, Tolomakia has rebuffed all of our nation's efforts to establish a dialogue with them. They have essentially stonewalled all of our inquiries, hiding behind the shield of independent national sovereignty. If Tolomakia does not respond even to the BNEA and the UN, we suggest to the Balkan region to impose more stringent measures upon Tolomakia to persuade it to comply.

The allegations about involvement of the government of Tolomakia in this terrible dirty bomb attack makes no sense to Thracia.
We would like to remind the New Commonwealth that Tolomakia was attacked by Killian forces, because it supported the CCRC. Many Tolomakian citizens were killed because Tolomakia was on the side of legitimacy and against tyranny.
Although we strongly oppose the nuclear weapons program of Tolomakia, we bellieve that this program is not for aggressive purposes. We ask the New Commonwealth to reexamine these accusations. It is a mistake for this government to take these accuisations so seriously.

The Government of Annoyastan would like to point out that the Government of New Commonwealth says "these reports are as yet unsubstatiated," and is merely asking for Tolomakia's cooperation in pursuing the investigation of these reports.
I think all would agree that a full investigation of this terrible incident is necessary. It seems clear to us that it will be difficult to pursue this investigation without some level of Tolomakian cooperation.
While it makes no logical sense for Tolomakia to provide the nuclear material, it may be that there are leaks in Tolomakian nuclear security, or other forces at work.
Tolomakia's blanket refusal to cooperate does not make the issue go away. It only raises further questions.

Annoyastan has got it correctly! The Commonwealth is NOT accusing Tolomakia of supplying cesium-54 to the Dominion. However we are concerned that certain rogue elements within their government could have done so, without the authorization of their leadership. Therefore we are urging Tolomakia for complete cooperation in our investigation.

This is the last time I am answering the absurd accusations of New Commonwealth. all radioactive materials in Tolomakia are under strict security measures. So far, all cesium 54 produced in our labs either has already been destroyed or it's in the Army nuclear facilities. Try searching for terrorists somewhere else!

Our government stands by our previous statements. The purported quote in question was a typo and does NOT represent the views of the Commonwealth or its leadership. We are glad to hear that Tolomakia has stringent security measures guarding its radioactive assets. However we may fear that ROGUE and UNSANCTIONED agents from your government MAY have given such material to the Dominion.
We are only asking that you cooperate with our investigation in order to expedite this situation in the most efficient manner possible.
