Title: Balkan Free Trade Agreement (BFTA)

Following our nation’s principles of free trade and competitive economic development, Tolomakian Government is proposing the following Balkan Free Trade Agreement (BFTA):
Article 1, “The Free Trade”
a. All nations signing BFTA will immediately abolish custom taxes in all commercial relation with any other nation member of BFTA.
b. If a nation, at any time, in exceptional circumstances, whishes to temporarily apply a custom tax for a given commodity, it must first obtain the BFTA General Assembly’s accept, in accordance with the procedure specified in Article 3 bellow.
Article 2, “Membership”
a. Any nation of The Balkans can join BFTA.
b. A nation wishing to join BFTA must be accepted by the BFTA General Assembly.
Article 3, “Procedures”
a. All BFTA members are also members of BFTA General Assembly (GA). All GA members have equal power of voting. GA decides: new membership, trade exceptions, Speaker’s election and sanctions.
b. The decision rule within BFTA GA is unanimity.
c. “Implicit approval”: if a member nation is not answering an issue by seven days, the GA will consider it’s approval implicit.
d. The GA is electing a Speaker. The Speaker will moderate debates and count votes. Also, the Speaker will present BFTA position in international issues and will represent BFTA in negotiations with other nations or international organizations but it will have no decision power.
e. The first nation to sign the BFTA will be the first Speaker. The GA will elect a new Speaker in three days after a second nation joins. A new Speaker is elected whenever at least 2/3 of the members require it.
Article 4, “Sanctions”
a. A member that violates Article 1 will be automatically excluded from the treaty.
b. GA may decide economic sanctions against nations outside BFTA, if one of BFTA members requires it.
Naturally, Tolomakia is the first nation to sign the treaty.

The Thracian government is, in principle, in favor of this proposed agreement. We will examine it in the next few days more thoroughly, and then we will propbaly sumit it to our parliament for approval.

We like what we see, and we wish to be part of this group. We are asking Tolomakia if Yugoslovenia may be a part of this democratic assembly.

The Pepestonika Federastislava, as a member of the Unified Balkan Alliance, will place the recommendation for the inclusion of the UBA as a member of the BFTA.

Tolomakia welcomes Yugoslovenia in BFTA. Since Tolomakia is the only member of GA at the moment, this meanes that Yugoslavenia's reguest to join BFTA was accepted.
Pepestonia's recommendation is somehow difficult to accept. In our opinion, this treaty is designed for nations, so it would be better if each nation in UBA will join BFTA separately.
Yugoslovenia, we must elect a new Speaker in the next three days. To maintain transparency I suggest that you take this position for a while.

The Thracian government has analyzed the text of the agreement and decided to become a party to it.
The Thracian parliament gave yesterday authorization to the government to sign the Balkan Free Trade Agreement.
Therefore, Thracia accepts the treaty without reservation and formally asks Tolomakia, Yugoslovenia, and New Achaea to become member of the Balkan Free Trade Agreement.

Ok, but what is the relative value of Byzant, say vis-a-vis the US Dollar?
By the way, to turn the Balkan Free Trade Agreement into a Free Trade AREA, in other words, to improve the movement of goods, services (and people) among the member states, we may consider inviting nations like the Byzanthine, Simeon The Great, the Bulgarite, and New Jugoslavia to join this agreement.
What do the other members think?

I agree with Thracia about th Free Trade Area, and I also think we should have our own sub-forum for the BFTA like the Balkan Union Assembly has.

If the move of Byzanthine is official, New Achaea's vote is for accepting the natin into the BFTA.
Further, New Achaea would like to inquire into a purchase of 12,000 PC's from Byzantinople for hospitals nationwide. Better technology for better healthcare, simply put...
Also, we are certainly in agreement that a subforum for the BFTA should be put up as soon as possible. That way, matters can be taken in an independent forum which we can monitor more easily than ever scrambling through Interregional Relations for past posts.

OOC: Come to think of it, shouldn't we hold off on voting a new speaker until we have a substantial membership. If we ever get a rush of applications (hypothetically) we would be electing someone every other day. Perhaps we should keep Yugoslovenia, and once everyone decides things are settled enough as a general, concrete assembly, we then revote.
