Ok here is how to make borders like you see on most sigs at the IFSZ

1. get the image you want for it to be on
2. go to the bottom most layer
3. get your marquee tool and select the entire image
4. go to edit->stroke (width 1px, color black, location inside)
5. then choose the rectangular marquee and make it fixed size. change the width to -4 px of your image width and the height to -4px of your image height.
6. click on the image and center the marquee that showed up
7. do the same as in stage 4
