This will make a kewl kind of webby effect.
1. Start with an image, size does not matter.
2. Choose a color of your choice as your foreground and white or black as your background color, depending on if you want a light or dark effect
3. Go to Filter->Render->Clouds
4. Go to Filter->Distort->Ripple (set it to 999% and size: Large)
5. Then go to Filter->Scetch->Plaster (smoothness:1) and change the Image balance until you can see some globs on the screen, preferably just alot of little globs gives better effect, your choice. try it a couple times till you like it
6. Make your foreground color a different color or keep the same, a different color adds an extra effect
7. Go to Filter->Stylize->Glowing Edges (edge width:1 brightness: 20 Smoothness: 15)
8. go to filter->Render->Difference Clouds,
And Voila! Your Effect, toy with it, theres many different looks for it this is what i got:
