this tutorial is PRETTY SHORT AND EASY but it still looks good

okay, start by making an image

i did 600 x 800

hit D if your foreground and background colors aren't BLACK AND WHITE

now FILTER>RENDER>CLOUDS
then FILTER>RENDER>DIFFERENCE CLOUDS

now hit CTRL-F about 20 times to make this weird hybrid clouds:

go to FILTER>STYLIZE>WIND

do Wind from the right

now hit CTRL-F about 5 or 6 times until nothing changes

go to IMAGE>ROTATE CANVAS (90 CCW)

then FILTER>STYLIZE>EMBOSS
at
0 degrees
7 Pixels
500%

now copy the layer and set the new layer on overlay
on the new layer, hit CTRL-U and chose colorize
225
73
-13

now on the NEW LAYER, go to LAYER>LAYERSTYLE>GRADIENT OVERLAY

Mode - Overlay
Opacity - 100
Gradient - Dark Gray to White
Style - Linear
Angle - 90
Scale - 100

you are done. Easy wasn't it
