this should work for most if not all Photoshop versions
i did it with Photoshop 7

1. Make a new image (i chose 600 by 500) make sure it has RBG color

1.5 paint the background black

2. make a simple design using lens flares (filter-Render-Lens flare)


3. hit control+U and change the saturation to (-100)

4. Filter-Pixelate-Mezzotint use short strokes

5. Filter-blur-Radial Blur Zoom, 100, Best

6. Hit control+F to do that again

7. filter-distort-twirl (100)

8. Copy the layer

9. Filter-Distort-Twirl (-200) TO THE NEW LAYER

10. Change the blend mode of the top layer to "lighten"

merge the layers and YOU'RE DONE


you can make the end product more smooth and creamy if you skip the Mezzotint step
